Purpose of Job
The Associate is responsible for the screening and monitoring of banking projects towards the implementation of the InvestEU Guarantee Programme in Industry, Commerce and Agribusiness sectors (“The Guarantee Programme”). The purpose of the job is to provide pipeline management, design, active guidance to operations teams, ensure compliance with the contractual terms and pass through requirements, as well as putting in place adequate implementation and results monitoring and reporting measures. In fulfilling these objectives, the Associate liaises with the EBRD internal and external stakeholders.
The Associate is a team member in all projects supported by the InvestEU guarantee programme and will take responsibility for the tasks assigned by the operation leader or more senior members of the project team.
Accountabilities & Responsibilities
The Associate will ensure that all tasks are completed within the specified timeframes, to a high standard and in line with the policies, procedures and objectives of EBRD. The responsibilities will primarily cover the below.
1. Pipeline development and implementation:
- Oversee the pipeline management process for the Guarantee Programme.
- Assist with the design, and provide active guidance to operation leaders on structuring, negotiating and signing of the guarantee agreements.
- Ensure compliance with the contractual terms of the Guarantee Programme and sign-off on internal approval documents, in particular with regard to the eligibility criteria.
- Monitor headroom utilisation under the Guarantee Programme.
- Ensure that legal documentation reflects all pass-through requirements as per the Guarantee agreements.
- Assist in developing relevant templates, forms and tools to facilitate successful implementation of the Guarantee Programme as necessary.
- As a project team member, perform all such tasks as may be assigned by more senior team members.
2. Portfolio monitoring and reporting:
- Take responsibility for collecting information regarding the implementation and monitoring of all projects to which the Associate is assigned, including implementation progress of related advisory services by external experts.
- Prepare timely and comprehensive monitoring reports on the performance of the Guarantee Programme and individual assignments, for the European Union, the European Commission and any other relevant external stakeholders, as well as internally for the EBRD.
- Coordinate the dissemination of the monitoring reports to the European Union, the European Commission and any other related and relevant external stakeholders, including internally to the EBRD.
- Monitor results for all investments that benefit from the support of the guarantees. Ensure that all relevant notices, claims and other relevant documentation are processed in line with the legal requirements.
3. External coordination and Programme Visibility:
- Act as an interlocutor between Banking and DCF on issues of the Guarantee Programme implementation.
- Participate in discussions with the EU with regards to the implementation of the Guarantee Programme.
- Assist in coordination on the visibility activities of the Guarantee Programme.
Knowledge, Skills, Experience & Qualifications
- Bachelor’s degree. Master’s degree preferred or equivalent experience in the relevant areas of expertise (such as business administration, international relations, economics or finance). CFA is desirable.
- Relevant financial industry experience from an international financial institution, in other international organisations, or in the private sector.
- Specific experience with designing terms of references (ToRs) and budgets, project management and management of external consultants/partners, as well as reporting to donors and visibility activities.
- Ability to demonstrate knowledge and understanding of the EBRD’s mandate and operations.
- Knowledge of the functioning of the European Institutions and EU regulations relevant to InvestEU.
- Sectoral knowledge in manufacturing and services, agribusiness, property and tourism and telecommunications, as well as knowledge of regional/country context in in the EBRD’s CoOs – EU Member States.
- Proven project management skills throughout a project cycle, sound decision making skills and problem resolution ensuring adherence to established procedures for project approvals and management.
- Excellent organisational and administrative skills.
- Ability to communicate effectively (informing, presenting, advising, negotiating) at different levels within the organisation as well as with external stakeholders.
- Previous experience of structuring and managing TC / donor funds (or similar) and projects.
- Proven strong analytical skills are critical with the ability to summarise data and information.
- Computer literacy, conversant with Microsoft Office.
- Excellent written and oral communication skills in English. Additional knowledge of languages of the EBRD’s CoOs is desirable.
