This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Budget and Vendor Management Division (BVM), Budget, Contract & Vendor Management Unit (BCV) at its headquarters in Luxembourg, (Associate) IT Contract/Vendor Managers*.

These are full-time positions at grade 4/5 for which the EIB offers a permanent contract.

Panel interviews are anticipated for beginning of March / April 2024.

Purpose

You will drive the contract management processes for IT, Digital & Data contracts, including supporting contract owners, managing stakeholder relationships and vendor discussions/negotiations, planning, executing and reporting on contracts to ensure timely and compliant processing.

Operating Network

The Budget Contract and Vendor Management Unit provides high quality and cost-efficient solutions through effective sourcing strategies and execution activities. The unit provides services to the Group Digital Office (GDO) but also to other parts of EIB in need of services covered by our contracts.

The Group Digital Office manages an annual budget of around 200 million EUR to purchase complex external products and services (hardware and software, consultancy, maintenance, technical support, telecommunication, etc.) from around 200 active framework agreements and contracts.

You will report to the Head of the Budget, Contract and Vendor Management Unit, and work closely with other members of the Group Digital Office, Group Corporate Services and the EIB Group in relation to procurement and management of contracts.

Accountabilities

  • Plan, negotiate, communicate, report, manage the performance, monitor and control activities in relation to IT, Digital & Data contracts and vendors
  • Advise buyers of IT, Digital & Data contracts when it comes to identifying and translating business requirements and specifications into sourcing models and contract terms
  • Prepare or contribute to the preparation of contractual and tendering documents such as requests for proposals, terms of reference, specifications for the procurement of services
  • Perform risk assessments of vendors in line with vendor management policies and regulatory requirements
  • Throughout the contract life cycle (pre-award, award and post-award phases), liaise closely with Procurement, Compliance, Risk Management, Data Protection Office, Legal and other services to ensure their timely intervention and input
  • Manage and monitor the execution of contracts to continuously seek improvements
  • Provide hands-on support to contract owners of Outsourcing and Managed Services contracts regarding performance management, issue resolution and negotiations
  • Make recommendations to continuously improve the contract management process

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Information Technology, Business Administration, Economics, Law or similar relevant field
  • At least 3 years of relevant professional experience in contract and/or vendor management, preferably in IT services procurement or outsourcing
  • Experience of managing performance-based contracts and vendor negotiations and risk management preferably for IT & Data services (telecommunications, infrastructure, service desk, applications, etc.) would be considered as an asset
  • Understanding of purchasing and contract law, preferably EU public procurement regulations and practices relevant to EU institutions
  • Strong project and process management skills, with the ability to handle multiple contracts, projects and a wide range of tasks
  • Very good knowledge of Microsoft Office tools
  • Good negotiation and writing skills
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
