The position is assigned in the Digital Innovation and Architecture Division (ITIA) within the Information Technology Department (ITD). ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.
ITIA is responsible for ADB’s i) digital strategy and enterprise architecture, ii) innovation using emerging technologies and new digital business models, and iii) strategic adoption and change management for digital initiatives.
Job Purpose
The Associate IT Officer (Digital Innovation Governance) is responsible for providing operational and analytical support for ITIA’s planning and governance activities, including procurement, budget, reporting, and workforce management. The incumbent will report to the designated IS and senior National Staff.
Responsibilities
• Supports ITIA’s governance by developing and evolving a practical model to track progress and promote better coordination across ITIA.
• Supports the coordination of planning, controlling, and managing while mitigating risks in operations.
• Facilitates status meetings and designs/provides periodic status reports and/or dashboards on initiatives.
• Identifies trends and variations, identifies/resolves issues and discusses them with the concerned/relevant staff, project team, working groups.
• Prepares ITIA’s annual procurement plan and all procurement related documents, processes all procurement requests for the division, and monitors contracts, including handling payment milestones, preparing change requests, etc.
• Monitors and controls the outsourced services and vendors that are part of ITIA’s operations.
• Serves as division’s budget focal point by monitoring and ensuring ITIA’s budget is used effectively and efficiently following standard accounting practices.
• Develops and maintains dashboards for all IT financial information and budget-related activities.
• Gathers data and examines information collected within the division needed for workforce management, staff and organizational development, and related service management areas in operations and projects.
• Prepares terms of reference for resource requirements.
• Drafts reports for department and institutional requirements.
• Assists in designing, organizing, and facilitating events and activities for the division (e.g., workshops, townhalls, knowledge-sharing events, team building activities, retreats, rewards and recognition activities, etc.).
• Performs other duties as may be assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
• Bachelor’s degree in Accounting, Management, Business or any related field. Preferably with advanced training.
• At least 6 years of relevant professional experience in procurement, accounting, and office management, 2 years of which in IT procurement.
• Experience with ADB IT procurement and Coupa system highly desirable.
• Solid critical thinking, problem solving, planning and organization skills
• Excellent written and verbal communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
