The EIB, the European Union’s bank is seeking to recruit for its Finance Directorate (FI), Strategy, Policies & Business Support Department (SPBS), Systems & Data Management Division (SDM), Market Data Management Unit (MDM) at its headquarters in Luxembourg, an (Associate) Market Data Officer*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

Cover all market data activities and execute daily and periodic market data controls consistent with the Market Data Configuration Guidelines and provide business support to market data users in order to execute and administer structured borrowing and derivatives transactions, treasury transactions, loans and other financial operations of the Bank and provide an independent opinion on the validity, accuracy and reliability of market data.

Operating Network

The Market Data Management Unit (“MDM”) is currently comprised of 8 staff members and is in charge of Market Data maintenance and feeding processes operated in Wall Street Finance Kit, the Collateral Management System (“CMS”) and the new market data platform (“MDP”) currently being deployed. It provides support to Market Data users through those systems as well as impacted downstream applications. MDM releases official EIB rates such as daily and monthly Exchange Rates as well as Pool Rates. Finally MDM unit also encompasses data governance activities on the basis of 2 Data Officers operating under policies defined by EIB’s central DGO unit.

The job requires that on a daily basis, the market data is accurate, reliable and correct. The Market data management (associate) officers report to the Market data management Head of Unit who reports to the Head of Division.

Accountabilities

  1. IMPLEMENTATION OF POLICIES, PROCESSES AND INITIATIVES IN MARKET DATA MANAGEMENT
  • Implement policies and guidelines applicable to Market Data Management as established in the Market Data Configuration Guidelines (“MDCG”).
  • Contribute to the development, implementation and improving processes, procedures, tools, etc. for efficient Market Data Management and in line with best practice
  • This includes an active participation in the deployment of a new dedicated market data platform (“MDP”) currently under way
  • Monitor the activities of market price service providers and consultants when required
  1. EXECUTION OF MARKET DATA MANAGEMENT PROCESSES (E/F-LEVEL)
  • Act as first-line contact to users in all market data related matters, support users to access and to correctly interpret market data
  • Set up market data definitions and automatic feed in the applicable market data applications (FinanceKit (FK) and Collateral Management System (“CMS”) today, MDP effective 2024 and beyond)
  • Collect market data used for the execution and administration of structured borrowing and derivatives transactions, treasury transactions and other financial operations of the Bank
  • Under MDP framework, ensure quality of newly incoming and of published market data messages by monitoring upstream and downstream data transfer activities through applicable technologies (SFTP, Web, Rest, Kafka, ETL)
  • Document FK/CMS/MDP related incidents and follow them up through to resolution
  • Coordinate with end users and IT’s technical FK/CMS/MDP Support Team the treatment of work requests of technical nature
  • Ensure execution and result validation of market data activities for end-of-period accounting treatment
  • Prepare and maintain functional and procedural documentation related to configurations in FK/MDP and to collection of market data items
  • Ensure accuracy, reliability and updating of market data by means of the systematic application of the four-eye principle to all manual interventions in FK/MDP and, with involvement of Front-Office and Risk Management staff and of external information suppliers, by appropriate reviews of market data configurations and values
  • Assist in the understanding and validation of financial assets valuation based on uploaded market data
  • Participate in all transversal tasks of the Division for instrument configurations, including incidents follow-up, training, procedures update
  1. SPECIALIST ADVICE IN MARKET DATA MANAGEMENT (E/F-LEVEL)
  • Give advice to users about access and correct interpretation of market data available in our systems and about ways to calculate or estimate data not directly observable
  • Give an independent opinion on the validity of critical market data

Qualifications

Typical qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in Finance, Economics, or IT.
  • An additional certification in an IT, business or finance related field would be an advantage

Typical experience

  • 3 years professional experience in front middle back or IT area preferably in a major financial institution Hands-on knowledge and experience of the technology landscape supporting market data management

Key technical/professional knowledge and skills

  • Adequate knowledge of financial instruments and markets
  • EXCEL user, basic knowledge of SQL and of VBA or another programming language is a plus
  • Knowledge of the Bank’s IT applications in particular FinanceKit and market price service providers, such as Bloomberg and Refinitiv will be considered as an asset.
  • Good knowledge of data management systems and associated data transfer mechanisms would be an advantage
  • Excellent knowledge of English and/or French (*) with a good command of the other.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
