Terms of Reference

1. General Background

This role will operate within the Supporter Engagement Section (SES), which sits in the Private Sector Partnerships Service (PSP). The Digital Marketing and Regional Engagement (DMRE) team advises on, creates and delivers digital solutions and marketing expertise for engaging with UNHCR’s primary audiences including donors, supporters, partners, governments, refugees and staff.

2. Purpose and Scope of Assignment

a. Introductions
The Marketing Automation Development Officer will play an important role in connecting the current marketing tool to UNHCR’s Martech setup, which includes Salesforce as the CRM, GCP as data warehouse, and Engage as the automation platform. This role combines technical skills with strategic thinking to help teams worldwide use the automation marketing tools effectively. As the main technical support, the developer will lead new users through onboarding, build team skills, and support ongoing projects to make marketing campaigns more effective. Responsibilities include troubleshooting issues, keeping systems running well, and providing training tailored to different users’ needs. This role also involves managing integration projects and working with other teams to ensure tools align with marketing goals. With strong automation skills, the Outbound Marketing Developer will help increase digital engagement, improve supporter retention, and maximize the potential of the marketing tools.

b. Duties
I. Integration and Technical Support
• Act as the main technical support for connecting the marketing tool with CRM, data warehouse, and automation platforms through coding and API integration.
• Write, test, and troubleshoot custom scripts and code to ensure smooth data flow and functionality across systems, focusing on API calls, data synchronization, and automation workflows.
• Build reusable code components that streamline future integrations and optimize performance across platforms.
• Oversee the technical setup, configuration, and optimization of outbound marketing tools, including troubleshooting and resolving any integration issues.
• Collaborate with project managers and cross-functional teams to ensure the current automation marketing tool is successfully integrated and operational, aligning with broader organizational objectives.

II. Onboarding and Training
• Lead onboarding sessions, providing the users with the knowledge and skills to effectively use the automation marketing platform and tools stack.
• Develop and deliver training materials, including user guides, documentation,
presentations, and tutorials, catering to varying levels of technical expertise.
• Offer ongoing support to new and existing users, ensuring they can leverage platform features and functionalities to achieve marketing goals.

III. Campaign Development and Automation
• Build, design, and maintain email templates and custom automation flows such as subscription forms and managing preferences to support various marketing needs and enhance engagement rates.
• Work closely with marketing teams to develop and implement audience
segmentation, A/B testing, and custom journeys that align with user engagement and retention goals.
• Ensure campaigns are optimized across multiple devices and platforms, utilizing data driven insights to continuously improve performance.

IV. Documentation, Compliance, and Best Practices
• Develop and maintain technical documentation and best practice guidelines for the integration, onboarding, and use of outbound marketing tools.
• Ensure all outbound communications align with data protection policies, UNHCR’s data protection regulations, and industry standards.
• Stay updated on outbound marketing trends and innovations, and recommend new features or enhancements to improve platform capabilities.

4. Qualifications and Experience

a. Education
Bachelor’s degree in Computer Science, Software Engineering, Marketing, or a related field.

b. Work Experience
• 3 years of experience (With Bachelor’s degree) or 2 years of experience (with Master’s degree) in marketing automation on platforms, with skills in HTML/CSS, JavaScript, and SQL for developing responsive email templates and custom components.
• Proven track record in building multi-step automation flows, segmentation, and personalization rules to boost engagement and retention.
• Strong background in platform integration and API development.
• Experience with ETL processes and data pipelines to ensure seamless data synchronization across systems.
• Skilled in data governance and GDPR-compliant handling, ensuring data consistency and security across all marketing activities.
• Proficiency in technical documentation, coding standards, and best practices for scalable, maintainable workflows.
• Expertise in analytics tools like Google Analytics and Looker for tracking, reporting, and optimizing campaign performance, with experience in A/B testing and KPI monitoring.
• Practical knowledge of data encryption and protection, implementing security measures in line with GDPR and UNHCR standards.

c. Key Competencies

• Data Integration & API Management: Skilled in connecting CRM, data warehouses, and marketing tools.
• HTML/CSS, JavaScript, SQL: Advanced coding for templates, custom components, and data management.
• Analytical Skills: Expertise in A/B testing, campaign analysis, and performance optimization.
• Project Management: Effective in coordinating integration projects and aligning with strategic goals.
• Training & Support: Strong ability to onboard and build capacity across varied user levels.
• Data Security & Compliance: Knowledge of GDPR and secure data practices in marketing.
• Documentation & Best Practices: Skilled in creating user guides and maintaining technical standards.
• Project management
• Good communication skills for communicating technical topics clearly
• Strong interpersonal skills and ability to establish and maintain effective working relationships with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
• Fluency in spoken and written English is required
• Knowledge of another UN language is a plus (Arabic, Chinese, French, Russian, Spanish).

4. Location and Conditions

This is a remote-working position. The successful candidate will be home-based, and work with colleagues globally.

It is a full-time role starting from 8.30am to 5pm Monday to Friday (40 hours per week).
