This position is located in the Regional Office for Central Asia (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Statistician (Afghanistan Information Centre) and under the general guidance of the UNODC Representative for Central Asia and work in coordination with the Research and Analysis Branch of UNODC Headquarters.

Responsibilities
Within assigned authority the Associate National Programme Officer (Research and Trend Analysis) will be responsible for (i) supporting the Information Centre on Afghanistan in maintaining a high standard in the quantity and quality of information, data and analysis related to drug, crime, terrorism and corruption in the Central Asian region, (ii) assist in strengthening the capacity of the Regional Office for Central Asia for handing research, analysis and data generation, (iii) assist in coordinating and liaising between Information Centre on Afghanistan and other stakeholders. The incumbent will perform the following specific duties:
• Contribute to facilitating the research and analysis, as well as, generation of analysis, data related to drug, crime, corruption and terrorism:
– Provide support in the analysis and research of the situation on drug, crime, terrorism and corruption in the region and preparation of substantive analytical documents.
– Assist in the identification of areas for data and analysis gap, within the thematic/sectoral areas, and contribute to addressing these gaps. Assist in providing financial and substantive monitoring and evaluation of the projects related to research and analysis, identification of operational and financial problems, development of solutions.
• Provide assistance and support in coordinating Implementation of programmes related to research and analysis:
– Assist in designing and formulating initiatives related to research and analysis within the area of responsibility. Contribute to implementation and execution of research activities.
– Contribute to the financial and substantive monitoring and evaluation of the projects related to research and analysis, identification of operational and financial problems, development of solutions.
– Contribute to reports related to research and analysis and regularly prepare inputs to output and outcome level results of UNODC Programme for Central Asia. Preparation of donor reports as required.
• Contribute to on-time submission of global questionnaires on drug and crime:
– Provide support to counterparts in providing inputs to the Crop monitoring, Annual Report Questionnaire (ARQ) on drugs, Individual Drug Seizure Reports (IDS), Questionnaire on New Psychoactive Substances (NPS), United Nations Survey of Crime Trends and Operations of Criminal Justice Systems (UN-CTS), Illicit Arms Flows Questionnaire (UN-IAFQ) and Questionnaire for the Global Report on Trafficking in Persons (GLOTIP).Anti-corruption surveys among others.
– Follow up with UNODC Research and Analysis Branch on timely submission of the data by Member States and facilitate the further actions.
• Contribute to knowledge building and management among staff and counterparts:
– Conduct periodic knowledge building and management among staff and counterparts on research and analysis related issues.
– Prepare substantive briefs on research and analysis and identification of opportunities for initiation of new projects on research and analysis.
– Support the development of policies that will address the problems and needs related to data and analysis in collaboration with relevant partners.
– Sound contributions to knowledge networks and communities of practice.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in statistics, business administration, public administration, economics, political sciences, social sciences or related field. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
: A minimum of two (2) years of relevant experience at the national or international level in research and trend analysis, hands-on experience in designing, implementing and monitoring of programmes/projects related to research and analysis is required.
Experience with data collection, analysis and reporting tools and methods is desirable.
Strong analytical and drafting skills is desirable
Experience of work with the international organizations, high-level government officials representing central governmental bodies and local administrations is desirable.
Work experience in a multicultural and multidisciplinary environment is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian is required. Knowledge of Uzbek language is desirable. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This temporary position is available until 31 December 2023. Filling of this temporary vacancy and actual duration is subject to availability of the post and funding.
