OVERVIEW OF THE FUNCTIONS OF THE POST

The Associate National Project Officer will work under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Liaison Officer of the Kyiv Office, and the direct supervision of the Programme Coordinator for Education. The incumbent will also work closely with UNESCO Headquarters staff, specifically in the Section for Teacher Development (ED/PLS/TED).

In particular, the incumbent will:

Long Description

  • Curate and review teacher training courses available in Ukraine to maintain a recommended catalogue of courses. This will require establishing network connections with local NGOs, international NGOs, external providers, and stakeholders.
  • Provide inputs to the development/curation/vetting of teacher training courses that will be included in the UNESCO course offer provided to the teacher training institutions (TTIs).
  • Liaise with government stakeholders to strengthen relationships with national, regional, and local level teacher training institutions.
  • Contribute to the development of a plan for how to reach teacher training institutions to strengthen their capacity and promote catalogue of curated courses.
  • Support the management of external providers giving them the key information and guidance for the successful implementation of their activities.
  • Provide technical support to teacher training institutions to disseminate training and integrate trainings into their curriculum.
  • Provide inputs and expertise to the development, maintenance and animation of the Community of Practice created for teachers in Ukraine.
  • Contribute to the logistics and planning of meetings, including with the Ministry of Education and Science of Ukraine (MESU) officials and teacher training institutions, and produce as well as catalogue the minutes of the meetings.
  • Contribute to the development of communications assets and materials including providing technical inputs to topics to be published as blogs and web stories and cultivate a pool of beneficiary stories from the field.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Masters or equivalent) in international development, public administration, business administration, social sciences, education, education planning, human rights, communication/information management or other related field.

WORK EXPERIENCE

  • Minimum of two years of professional experience in a similar position, of which preferably one year at international level in one of the following areas of expertise: international education development, educational communication, teacher policy, or skills trainings, especially those related to digital solutions and/or those aimed at teachers.
  • Experience with the development and/or curation of teacher professional development courses.

  • Good knowledge and understanding of the international development agenda, in particular in the field of education, and more specifically teacher policy.

  • Ability to develop innovative approaches in terms of strategic planning.
  • Ability to work in a collegial manner and build partnerships both within and externally to UNESCO.
  • Excellent interpersonal skills, including the ability to effectively deal with partners and networks in private and public sectors in education and teacher development.
  • Excellent drafting skills.
  • Excellent level of IT skills (MS Office), Content Management Systems (CMS), and communication management.
  • Capacity to deliver high-quality results within specified timelines.

LANGUAGES

  • Excellent knowledge (oral and written) of English and Ukrainian.

DESIRABLE QUALIFICATIONS

WORK EXPERIENCE

  • Experience with the work of teacher training institutions in Ukraine.
  • Experience with the management of professional development course catalogues.
  • Experience in the development and support to the communities of practice
  • Experience in a UN agency or organization.
  • Experience with UNESCO internal processes and procedures.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 38,813 US $.
