Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and security.
The objective of the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation. The Division does this by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, among other things, support for the IAEA’s Technical Cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by supporting international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors. NSNI comprises five Sections:

•Operational Safety Section
•Safety Assessment Section
•Regulatory Activities Section
•Research Reactor Safety Section

The Research Reactor Safety Section (RRS) works with Member States to develop an international research reactor and fuel cycle facility safety enhancement plan and regime. Activities in this area include monitoring research reactors subject to project and supply agreements, and assisting Member States possessing such reactors in fulfilling all the relevant safety obligations. The Section also covers a wide range of topics related to research reactor and fuel cycle facility safety, including siting, design, construction, commissioning, operation, utilization and decommissioning.

Main Purpose

As a member of a team led by the Section Head, the Associate Nuclear Safety Officer (Research Reactors), provides analytical, scientific, engineering, or project support and assistance to the professional staff in the Research Reactor Safety Section and assists them in carrying out their role and responsibilities through: organizing inputs from experts, collating and preparing technical material for use in meetings for developing safety standards and technical developments, assisting in preparing technical presentations, technical meetings and workshops, and peer review services. The incumbent will work with international and multidisciplinary teams and will be expected to co-ordinate some of the Sections activities with other Sections, including with respect to implementation of technical cooperation projects on safety of research reactors and to application of the IAEA safety standards on establishing safety infrastructure for new research reactor programmes.

Role

The Associate Nuclear Safety Officer (Research Reactors) is: (1) a programme supporter, contributing to planning and implementing activities aimed at assisting Member States to enhance safety of research reactors; (2) a technical assistant, supporting evaluation, development and implementation of technical cooperation and programme activities in the area of safety of research reactors (3) an analyst, gathering, monitoring, evaluating, extracting, consolidating data from different sources and documentation available in-house and obtained from Member States for the purpose of providing scientific, engineering technical, and project managerial support to professional Section staff; (4) a presenter of programmatic activities and developments.

Functions / Key Results Expected

Gather information, and extract, consolidate, and evaluate data from relevant sources for the purpose of supporting the identification of the needs of Member States, and for providing support to planning activities to address these needs.
Develop and draft technical material for use in development of safety standards and technical documents on safety of research reactors.
Provide analytical and technical support in organization, implementation, and analysis of results of peer review and advisory missions, including contribution to development of material and publications on dissemination of feedback from these activities.
Contribute to development and implementation of capacity building activities, including preparation of technical presentations, training materials, and coordinated research projects, as well as organization, in cooperation with other internal stakeholders, of technical meetings and training workshops on relevant topics.
Provide technical input and support to the implementation of technical cooperation and extrabudgetary projects, including those on operational safety and establishing new research reactor programmes.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $50377 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 24030*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
