The EIB, the European Union’s bank, is seeking to recruit for its Portfolio Management & Monitoring Directorate (PMM), Joint Middle Office Department (JMO), Intermediated Lending Division (IL), Linked & Special Activities Unit (LSA) at its headquarters in Luxembourg, a (Associate) Portfolio Monitoring Officer*.

This is a full time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

You will join the Portfolio Management and Monitoring Directorate of the European Investment Bank and will assume responsibilities for the analysis, financial monitoring and event resolution of a portfolio of guarantee and risk sharing transactions covering large portfolios of new loans to SMEs and Small Mid-Caps. Transactions will notably relate to the monitoring of operations under EU programmes such as InvestEU and European Guarantee Fund (EGF), but also of EIB’s own operations and other guarantee facilities EIB manages outside the EU (Neighbourhood countries, ACP countries).

Operating Network

The position consists in the monitoring of a Risk Sharing portfolio of operations, including financial monitoring, event resolution. It is part of a culturally diverse Unit of 12 people in a fast-paced working environment. You will work closely with a select number of contracts and counterparts and be responsible for autonomously carrying out regular monitoring exercises. You will be involved in new product reviews and continuous efforts to improve internal processes and systems. The role will also include close contact with various other internal counterparts such as front officers, legal, risk management and systems professionals.

Accountabilities

  • Analyse new risk sharing and guarantee operations in order to ensure their future implementation is compliant with existing procedures and processes.
  • Support the Front Office in the due diligence of new operations, perform contractual reviews.
  • Perform the financial monitoring of various portfolios of complex risk sharing operations (Asset Backed Securitization, Linked, Delinked, Structured Finance / First Loss Piece transactions, Trade Finance).
  • Review compliance with contractual terms (through contract reviews) and report contractual breach events (e.g., including Late Payment).
  • In cooperation with respective teams across the Bank: maintain an up-to-date knowledge of the relevant risk sharing products and contribute to related system enhancements aimed at maximum process automation.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in a business-related field such as Finance, Business Administration. A post-graduate level education would be nice to have.
  • At least 3 years’ professional experience in banking, finance, or other areas relevant for the role, notably in middle/back-office environment related to lending activities.
  • Knowledge of structured and more complex operations (structured finance, guarantees and Trade or Export Finance) would be a distinct advantage for the position.
  • Good understanding of EIB’s mission and activities as well as its political and operating framework.
  • Proficiency in standard computer applications such as MS Office suite (notably MS Excel)
  • Experience with back office/middle office lending applications would be an advantage.
  • Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
