The EIB, the European Union’s bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C) – Coordination Division (COORD) – Budget, Procurement & Training Unit (BPT) at its headquarters in Luxembourg, an (Associate) Procurement Compliance Officer*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

As (Associate) Procurement Compliance Officer, you will contribute to the development, improvement, and implementation of the EIB’s compliance procurement framework, and provide professional advice and clearance for all Directorates of the Bank on the choice of procurement procedures in order to ensure a timely, high quality, compliant procurement clearing process and to safeguard the reputation of the Bank.

Operating Network

Reporting to the Head of Budget, Procurement and Training Unit, you will work in close cooperation with the Procurement Compliance team and the internal clients in all services across the Bank, as well as with the main stakeholders in Procurement (based in our Legal and Financial Control Directorates).

In addition to technical (public) procurement expertise, the post requires proactivity, a compliance mind-set, excellent communication and procurement policy skills, the ability to establish contacts at various levels, discretion, flexibility, and the ability to work to strict and tight deadlines.

Accountabilities

  • Contribute to the definition and implementation of the EIB’s procurement compliance policies and procedures, applicable to the rest of the Bank, while ensuring the consistent transposition of legally established professional and transparent compliance procurement policies and procedures of European legislators
  • Provide professional advice and clearance for all Directorates of the Bank on the choice of procurement procedures
  • Contribute to the definition and set up of the necessary controls and tools to ensure that all Directorates comply with the Bank’s procurement rules and procedures
  • Ensure that accurate auditable records of the whole procurement clearance process are maintained
  • Streamline compliance procurement processes including testing and validating developments and enhancements to the Bank’s IT software
  • Deliver staff training and other awareness raising events on procurement compliance to all services in the Bank
  • Contribute to the development and maintenance of the EIB Group Risk Appetite Framework (RAF) by compiling statistics and reporting on procurement compliance risk indicators
  • When needed, act as a back-up of the contract management officers in the team

Qualifications

  • University degree, preferably in Business Administration, Law, Accounting or Finance
  • At least 3 years of experience in procurement, preferably gained in an international organisation or a public administration and including specific public procurement experience
  • Experience in the field of drafting public procurement documents will be an asset
  • Sound knowledge of contract design, contract negotiation, procurement processes and best practices is essential
  • Understanding of public procurement law, especially EU public procurement rules and practices relevant to the EU institutions would be a significant advantage
  • Knowledge of the EIB’s objectives, policies, procedures, organisation and activities is an advantage
  • Experience in working with multicultural and international teams
  • Knowledge of software applications/databases and reporting tools used for contract management (e.g.: PeopleSoft Procure to Pay, Business Objects or SAP)
  • Proficient user of MS Excel and PowerPoint
  • Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
