Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Procurement Unit, in the Division of Administration. The incumbent reports to the Chief of Procurement Unit.
Responsibilities
Under the direct supervision of Chief of Procurement Unit and overall supervision of Director of Administration, the incumbent is required to perform the following functions: • Plans procurement actions for relevant projects and deliverables in support of ESCAP and client offices, covering a diverse range of services and goods including s technically complex and high visibility categories, taking into account local and regional market considerations. • Reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action. • Assists staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs. • Develops vendor pre-qualifying criteria, identifies product sources and evaluates vendor performance as regards quality, prices, delivery, equipment, etc. • Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements. • Compiles and presents procurement data; prepares all relevant supporting documents and recommends approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Coordinates timely delivery of goods and services. • Participates in the market and supplier research. • Prepares a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters. • Contributes to periodic training and briefing sessions to the Heads of Offices/ Requisitioners/ Administrative Officers/ Administrative Assistants to ensure they keep abreast of latest developments in procurement processes to be followed, in their respective roles in overall acquisition process or delegated authority to conduct Low Value Acquisition process for instance. • Provides direction and guidance to more junior staff. • Performs other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, commerce, law or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP) or the General Service to Professional Examination (G to P).
Job – Specific Qualification
Professional certification in Supply Chain management such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or equivalent is required.
Work Experience
A minimum of two years of progressively responsible experience in procurement, contract management, or logistics and supply chain management or related area or the successful completion of the Young Professionals Programme Examination (YPP) or the General Service to Professional Examination (G to P) is required. Experience in public sector procurement or related administrative processes and procedures in the areas of facilities management is desirable. Experience in the use of procurement information systems such as SAP or another Enterprise Resource Planning (ERP) system is desirable. Experience in supporting digital transformation projects or equivalent, including workflow process mapping is desirable. Experience in training junior staff is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice
This is a temporary position and will be available for 364 days. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. In the event that this position becomes vacant, it will be filled through the Young Professionals Programme placement according to ST/AI/2012/2/Rev.1. Staff Members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
