The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS), Operations Resource Management Division (ORM), Consultants Procurement Unit (CP), at its headquarters in Luxembourg, an (Associate) Procurement Officer *.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

Consultants Procurement Unit in the ORM Division is selecting and contracting external consultancy services for the OPS Directorate and for advisory services under external mandates.

The (Associate) Procurement Officer will contribute to the preparation and implementation of EIB’s advisory and various OPS activities through outsourcing of expert services in compliance with the established procedures and in close cooperation with other EIB services.

Operating Network

As (Associate) Procurement Officer you will interact with the consultancy market in EU and beyond.

You will work in a team and report to the Head of Unit. You will work in close collaboration with all other Directorates involved in the management of the Bank’s advisory activity, as well as legal and compliance services.

You will also have external contacts and work with beneficiaries and funders of EIB’s advisory activity including, but not limited to, the European Commission, Member States and major public and private sector organisations in the Member States and Partner Countries.

Accountabilities

  • Provide advice to the requesters in the design and structuring of calls for tenders in a wide range of domains, and contribute to the drafting of the associated documents, to help ensure procurement according to highest quality standards that promote competition.
  • Prepare tender documents.
  • Publish procurement notices and calls for tenders.
  • Check eligibility and assess compliance in line with EIB’s procedures.
  • Organise and act as chair of evaluation panels, draft shortlist and tender evaluation reports.
  • Check the documentary evidence, draft the contracts according to the corresponding template and co-ordinate the contracts signature process.
  • Cooperate actively with the Compliance and Legal counterparts, taking a solution-focused approach.
  • Liaise with EC, International and bilateral financial institutions and consulting companies in order to prepare and carry out procurement procedures.
  • Participate in horizontal tasks (development of procedures, reporting, communication, working groups, etc)

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Economics, Finance, Law or a Business-related subject backed up with the relevant professional experience.
  • Degree or certification in procurement would be considered an asset.
  • At least 3 years professional experience in procurement
  • Proven track record in procurement of consultancy services contracts, including published procedures.
  • Experience in drafting tender documents, working with tendering platforms and chairing procurement panels.
  • Proven track record in procuring and managing framework contracts would be considered an asset
  • Knowledge of EU public procurement rules and procedures.
  • Experience in dealing with procedural, compliance, reputational and legal risks, including handling complaints from external parties.
  • Knowledge of international consultancy market
  • Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
