Org. Setting and Reporting
This position is located in the Department of Peace Operations (DPO), Division of Policy, Evaluation, and Training (DPET), Policy and Best Practices Service (PBPS), Civil Affairs. The Associate Programme Management Officer will report to the Civil Affairs Team Leader and will be responsible for the overall implementation of the project on supporting leadership and management skills of Heads of Field Offices (HOFOs) in peacekeeping operations.
The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners.
Responsibilities
Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties:
• Works with stakeholders at Headquarters and in the Field to facilitate the development, implementation, and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Plan and organize a consultative process with HOFOs and other key stakeholders in the field to identify guidance and capacity strengthening needs to promote leadership and management skills aimed at improving operational coherence and integrated approaches;
• Coordinates with internal and external partners to harness existing knowledge and practices on strengthening leadership and management skills, including Think Tanks and governmental agencies with recognized expertise in this domain;
• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
• Carries out basic research on selected aspects of programmes, operations, and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources;
• Plan and organize learning events, including workshops, both virtual and in-person, training events, focus group consultations facilitating workshops, and or peer-to-peer learning events;
• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
• Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes, and interprets responses, identifies problems/issues and prepares preliminary conclusions;
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc;
• Participates in field missions, including to facilitate on-site, in-person training events related to the programme and in-person consultations;
• Performs other duties as required.

Education
A first-level university degree in business administration, management, political sciences, international relations or a related field.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.
Experience working in field operations of the United Nations or other comparable international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
