Org. Setting and Reporting

This position is located in the UN Environment/OCHA Joint Unit (JEU) within the OCHA Emergency Response Section, Response Support Branch, Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

RSB is the HQ response entity within OCHA. RSB provides the tools, services and human resources to support any response required. RSB brings together local, regional and global humanitarian responders to prepare for and rapidly respond to emergencies; and to develop and promote interoperable norms, guidance and tools to advance operational and technical excellence in crisis response.

The Associate Programme Officer reports to Humanitarian Affairs Officer in the JEU.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

• Works with key clients to facilitate the development, implementation and evaluation of assigned environmental and climate change programmes/projects in the portfolios of JEU.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

• Carries out basic research on the humanitarian implications of climate change, the environmental dimensions of selected humanitarian crises, and countries vulnerable to environmental emergencies, with a focus on climate-related hazards (floods, cyclones, etc.).
• Assists in the planning and facilitating of specialized trainings and workshops on environment and emergencies.

• Contributes to the preparation of various written outputs on the environmental dimensions of disasters and conflicts, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, review and editing of work from colleagues.
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics on all aspects of environment and emergencies.

• Undertakes outreach activities; participates in the development of specialized training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities related to environment in humanitarian action.
• Participates in the support to field missions to sudden onset environmental emergencies, including provision of substantive and administrative support, environmental data collection, making use of the Virtual OSOCC.
• Performs other duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible experience in project/programme management, administration or related area is required.

Experience working in a developing country or in an international context is desirable.

Experience in interacting with and responding to the needs of a wide variety of stakeholders (e.g. other UN agencies, donor and recipient countries, and NGOs) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
