This position is located in the UNODC Programme Office in Somalia (POSOM) with duty station in Mogadishu (Somalia), Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa. S/he will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer, as well as in coordination with the Human Trafficking and the Migrant Smuggling Section (HTMSS) at UNODC headquarters in Vienna.

Responsibilities
Within assigned authority and within the framework of the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa, the incumbent will assist the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa with the day to day implementation of the Better Migration Management (BMM) Programme, Phase III, and other Countering Transnational Organized Crime and Illicit Trafficking programming in Somalia. The incumbent will perform the following specific tasks:
• Assist the Programme Management Officer heading the Programme and other Crime Prevention and Criminal Justice Officers to develop, coordinate, implement and evaluate countering Transnational Organized Crime and Illicit Trafficking programming with a specific focus on countering Trafficking in Persons and Smuggling of Migrants programme activities in Somalia as required.
• Support programme management and coordination of programme activities; assist with the preparation or revision of programme or project documents, budget, work plans and reports, including programme activity reports and programme performance reports.
• Provide assistance in implementing the project activities with a special focus on trafficking in persons and smuggling of migrants (including procurement and arrangements for workshops and seminars) in line with the project document and the annual project work plan, and in line with UN financial rules and regulations, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UN/UNODC manuals, handbooks, guides, and standards and norms.
• Assist with the development, coordination and implementation of capacity building activities for criminal justice practitioners on countering Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants, including capacity-building workshops for criminal justice practitioners on detection, investigation and prosecution of these crimes.
• Assist with the coordination and implementation of legislative activities, including on ratification to relevant international conventions and development of legislation on trafficking on Trafficking in Persons and Smuggling of Migrants.
• Contribute to the identification and assessment of technical assistance priorities and strategies of donors active in countering transnational organized crime, including Trafficking in Persons and Smuggling of Migrants initiatives.
• Prepare programme and project proposals and ideas for inclusion in national, regional and global UNODC programmes and funding proposals to donors as required.
• Coordinate and support substantive experts’ assignments in Somalia as required.
• Participate in survey initiatives; issue data collection tools, review, analyse and interpret responses, identify problems/issues and prepare preliminary conclusions.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
• Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Undertake outreach activities; participate in the development of training workshops, seminars, etc.; participate in and make presentations on assigned topics/activities.
• Participate in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations or other relevant social science is required. A first level degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible professional experience in implementing projects or programme activities relevant to criminal justice capacity building is required.
Experience in countering Transnational Organized Crime, especially investigating and/or prosecuting cases of Transnational Organized Crime, Trafficking in Persons and Smuggling of Migrants, is desirable.
Experience in project administration, management and technical cooperation involving development issues and administration of foreign aid projects is desirable.
Experience in implementing programmes requiring coordination with national and regional authorities is desirable.
Work experience within the United Nations system and/or other international organizations is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of Somali is desirable. Knowledge of another official United Nations language is an advantage.
