The position is located in the UNODC Programme Office in North Macedonia (POMKD), with duty station in Skopje, Regional Office for South-Eastern Europe (ROSEE) under the UNODC Global Passenger and Cargo Control Programme (PCCP), Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). Responsibilities
Within assigned authority and within the strategic framework and agreed targets, the Associate Programme Officer (Programme Reporting, Monitoring and Communication) will support the implementation of the EU-UNODC Joint Action promoting rule of law and good governance through targeted border control measures at ports and airports in South-Eastern Europe – Phase II (Action) by the UNODC Passenger and Cargo Control Programme (PCCP) in close cooperation with the UNODC Regional Office for South-Eastern Europe (ROSEE) and under the approved framework of the Regional Programme for South-Eastern Europe (RPSEE) and be responsible for the following specific duties: • Assist and support the Programme Officer (Container Control Programme)and the Representative with the reporting, evaluation, communication, visibility and coordination processes within the Action, ensuring that the Action is contextualized and fully integrated in the framework of UNODC operations in the Western Balkan region and the Regional Programme for South-Eastern Europe. • Prepare internal and external reporting processes within the Action reflecting the status and impact of the UNODC work in South-Eastern Europe, including narrative donor and internal reports, i.e. annual progress, post-activity and quarterly reporting and any other project documentation to donors and internal/external stakeholders. • Provide support as a resource person regarding all applicable EU rules and regulations for all UNODC operations in South-Eastern Europe with the aim of ensuring the smooth implementation of the EU-funded action(s) in the region. • Contribute to serving as the Regional Communication Focal Point for the relevant communication processes within the Action, including the preparation of all the outreach, communication and visibility materials (online and offline). • Provide technical support to the Programme Officers managing the delivery, monitoring, reporting of the Action, advisors and experts based in the region in programme/project planning and implementation, and ensure adequate monitoring and visibility of the Action as and when required. • Provide support in facilitating data collection tools and analytics based on the information and data collected; review, analyse and interpret responses, identify problems/issues and prepare conclusions; enhance and streamline the reporting methodologies to include modern infographics and new ways of reporting on results. • Facilitate communication to ensure stakeholders are engaged and well-informed regarding the latest Action developments. • Contribute to establishing and maintaining collaborative relations with the national authorities, international and regional organizations and other relevant stakeholders in North Macedonia and other countries and territories in the region and beyond, including EU delegations. • Participate, on behalf of the UNODC RPSEE, in meetings, seminars, particularly in the context of the UNODC representation in the UN Country Teams in South-Eastern Europe, including through the preparation of the requested reporting and communication contributions. • Support the Representative in updating and implementing the communication plan of the office, organizing and conducting advocacy and communication initiatives as well as attending the United Nations Country Team (UNCT) Communication Groups meeting. Contribute to the development of the UNODC South-Eastern Europe website and the newsletter, including for the creation and publication of new content including social network connectivity and publication of contents. Maintain the mailing lists. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, public administration, communication, political or social sciences or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience
A minimum of two years of progressively responsible work experience in advocacy, reporting, programme/project management, monitoring or evaluation OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in advocacy and communication in UNODC mandated areas is desirable. Work experience in graphic design and preparation of visibility materials is desirable. Work experience within the United Nations or similar international organization is desirable. Work experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of languages spoken in South-Eastern Europe is desirable. Knowledge of another United Nations official language is an advantage.

This temporary position is currently available for a period of six (6) months. Actual filling of this position and actual duration of the assignment is subject to availability of funding.
