The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this vacant position does not include responsibility for UNESCO’s wider external communications, which is managed by the Division for Communications and Public Engagement.)

OVERVIEW OF THE FUNCTIONS OF THE POST

The post is located in the Freedom of Expression and Safety of Journalists Section of the Communication and Information Sector (CI/FMD/FEJ) at UNESCO Headquarters. The incumbent will exercise their duties and responsibilities under the overall supervision of the Chief of Section for Freedom of Expression and Safety of Journalists (CI/FMD/FEJ) and the direct supervision of the Project Officer of the Multi-Donor Programme on Freedom of Expression and Safety of Journalists (MDP).

The incumbent will work in a collaborative team environment and will be required to perform the following duties:

  • Contribute to the implementation of the Multi-Donor Programme by providing technical and administrative assistance for the planning phase, including assisting in the organization of consultative meetings with relevant UNESCO field offices, the preparation and constant updating of workplans, and the preparation of budget outlines and allocations. In addition, provide technical and logistic support for the successful implementation of project activities and assist communication and coordination with implementing officers at headquarters and in the field.
  • Contribute to fundraising efforts by monitoring the advancement of activities, compiling data and information, and drafting reports and briefs related to the MDP, notably the MDP’s annual progress report. In addition, prepare the organization of relevant meetings with donors, assist in the drafting of correspondence for donors and partners, and help prepare project proposals, concept notes, and donor mappings and analyses.
  • Support knowledge-management by maintaining registers and updating knowledge-sharing and communication platforms to strengthen the organizational and programme memory, as well as to facilitate the exchange of knowledge and resources among the MDP team, including the compilation of resources, programme documents and materials at various stages, and collection of annual evidence of milestones and achieved targets.
  • Assist with programme communication by preparing outreach and visibility materials and regularly updating the MDP website.
  • Support the reinforcement of inter-agency coordination by following-up with the UN System Staff College (UNSSC) on a joint initiative to enhance the capacities of UN Country Teams to upscale the UN-wide understanding of the rights to freedom of expression, access to information and the safety of journalists across all programmes of the UN System.
  • Support the wider FEJ section in the drafting of information materials, website articles, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements or any other documents related to the MDP implementation in the areas of freedom of expression and the safety of journalists.
  • Perform any other duties as assigned by Chief/FMD/FEJ.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master’s or equivalent) in international relations, social or political sciences, international law, media studies, or other related fields.

Work Experience

  • At least two (2) years of relevant professional experience in one or several subject areas of communication and information, including with issues related to promoting freedom of expression, safety of journalists and/or access to information.
  • Experience in planning, coordinating and managing projects in the area of communication and information.
  • Experience in drafting and editing (reports, articles, publications, briefings, etc.).

Skills and Competencies

  • Excellent interpersonal and communications skills, and ability to exchange information on complex issues.
  • Excellent analytical, research and drafting skills.

DESIRABLE QUALIFICATIONS

Work Experience

  • Previous experience at UNESCO, in the United Nations System or other international organizations.
  • Relevant one (1) year work experience acquired at the international level.

Skills and Competencies

  • Excellent understanding of UNESCO’s work to promote freedom of expression and the safety of journalists, including specific threats faced by women journalists.

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 77 127 US $.
