OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Head of UNESCO Office in Tashkent and the direct supervision of Culture Programme Specialist, the incumbent shall assist in the day-to-day management, implementation, monitoring and reporting of culture-related programmes/projects/activities, including in the field of intangible and movable cultural heritage, illicit trafficking of cultural property, cultural diversity and creative industries. and sustainable tourism, in particular:

  1. Assist the program specialist for culture, in planning, developing, and implementing project activities within the agreed timeframe and in consultation with the UNESCO team;
  2. Assist the program specialist for culture in establishment, management of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the activities, in compliance with the rules and regulations of UNESCO;
  3. Liaise with and facilitate consultation between the relevant local authorities in Uzbekistan, NGOs, and local community stakeholders as required; Facilitate smooth correspondence with the national counterparts and maintain the close collaboration with them;
  4. Manage the organization of events, including workshops, trainings, roundtable within the framework of Culture Programmes and its related projects, including follow up of travel arrangements for participants of planned events;
  5. Assist in the organization of field visits and staff missions in accordance with the standard procedures;
  6. Contribute to the visibility of UNESCO’s priorities and programme in the field of culture through information sharing, facilitation of outreach events, and preparation of relevant articles on the web and social media;
  7. Liaise with administration unit on administrative and financial matters in for effective and smooth implementation of program activities, including procurement and logistics;
  8. Prepare all financial and administrative documents related to the program implementation in accordance with the UNESCO rules and procedures and ensure their timely submission;
  9. Perform any other relevant duty that may be required for the successful implementation of the Office’s programme.

REQUIRED QUALIFICATIONS

Education:

  • A first level university degree (bachelor’s degree or equivalent) in the field of international relations, culture, social sciences, or any other relevant field.

Work Experience:

  • Minimum 4 years of relevant working experience in the field of international development, preferably in the field of culture.
  • Proven experience in providing support for the management and implementation of programmes and/or projects in the field of culture or international development.

Languages:

  • Excellent knowledge of written and spoken English, Uzbek and Russian languages.

Skills/Competencies:

  • Knowledge and understanding of the UN and UNESCO;
  • Ability to undertake research and analysis activities including the collection and synthesis of information and data from various sources;
  • Excellent interpersonal and communication (oral and written) skills with proven ability to draft clearly and concisely and to produce high level quality briefings and other documents;
  • Ability to work under pressure, manage heavy workloads and meet tight deadlines, paying close attention to details and quality of work;
  • Strong IT skills including good knowledge of standard office software; Strong analytical, problem solving and organizational skills;
  • Ability to work as part of an international team in a multicultural environment.
  • Ability to engage and form effective working relationships with counterparts and colleagues;
