Associate Project Officer reports to Head, Housing and Camp Improvement
Responsibilities
– Study the signed REPAC agreements and acquaint himself/herself with the specific conditions, ramifications, and requirements in the REPAC Programme areas and within UNRWA Headquarters and Field Offices, in order to provide technical support and advise to the overall REPAC Programme through the supervisor, Head, Housing and Camp Improvement, Infrastructure and Camp Improvement Department (ICID) in HQ Amman. – Support in the development of selection criteria for the selection of fields and camps for future REPAC projects. Develop selection criteria for individual projects, conduct and assist ICIP, UNRWA, HQA and FICIP in Fields in the selection of individual projects according to the developed set of selection criteria as well as documentation of the selection process. – Conduct the technical assessment of priority projects along with FICIP ensuring that selected projects are feasible. Provide technical support and follow up on the development of Camp Improvement Plan (CIP) in different camps and ensuring the successful application of participatory approach during planning and implementation phase. – Review and advise ICID-HQA in the preparation of detailed time, cost, and financing schedules, regularly updated for the proper technical and financial implementation of the projects. – Prepare ICID-HQA disbursement requests to KfW, including project expenditure, reconciliation and expenditure forecasts. – Develop status reports and presentations based on your monitoring, assessment of works and discussion with FICIPs highlighting technical and financial progress, challenges, risks… etc. for REPAC projects in respective Fields. Prepare technical documents/reports for KFW missions and participate in technical discussions with KfW in respective Fields. – Regularly carry out technical monitoring visits to the individual projects in respective Fields and participate in technical meetings and prepare reports accordingly. – Provide ICID-HQA input to REPAC reports such as semi-annual, annual, and final reports; coordinate and review the Fields report and coordinate with the respective field offices to ensure their timely input for the elaboration of reports; compile needed information and in case of inconsistencies, request clarification to the fields; ensure a uniform quality of the different reports. – Review the future REPAC (KFW) proposals prepared by respective Fields, technically and financially, and provide support to ICID-HQA in finalizing the proposals. – Provide technical advice to FICIP for the sustainable operation and maintenance of the completed KFW projects in the respective fields. – Provide technical advice and support to FICIP in respective fields with relevant authorities to facilitate the implementation of the projects. – Provide technical support to UNRWA’s Infrastructure and Camp Improvement Programme (ICIP) in the preparation and execution of the Environmental and Social Management Framework (ESMF). – Any other duties as required by the project.

Work Experience
At least 8 years of relevant professional experience in the field of project management and coordination and construction and/or environmental management is required. Flexibility to travel to remote project sites in respective Fields offices (Lebanon, Gaza and other countries), is required Preferred experience in community driven participatory planning and community engagements. Preferable experience in social management, occupational health, and safety is desirable. Acquaintance with environmental and social risks related to above interventions sectors and respective international (World Bank, IFC, UN) risk management standards is desirable Experience and knowledge of KfW’s financial cooperation procedures is desirable Working experience in developing countries is desirable. Special Notice
Type of Contract: Limited Duration Contract (LDC), Band F. The Limited Duration Contract applies to external candidates and UNRWA internal candidates on LDC. Duration of Contract: 1 year- with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.
