Org. Setting and Reporting
This position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN) located in Panama City, Panama, United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative of ROPAN and the direct supervision of the UNODC Anti-Corruption and Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Advisor for the project. S/he will also receive guidance from UNODC headquarters, Vienna, Austria and from UNODC Anti-Corruption Hub in Mexico. The incumbent will work in close cooperation with national actors, in particular national law enforcement and justice sector actors, as well as the private sector and counterparts in other jurisdictions.

Responsibilities
The incumbent will be responsible for providing substantive contribution in the area of programme management, reporting, monitoring and evaluation in conformity with United Nations rules and regulation, and policies for the implementation of the Project on Strengthening the Haitian capacity to investigate, prosecute and adjudicate cases of corruption and economic crimes, money laundering and associated predicate offences and improving information sharing with international investigators on transnational organized crime in Haiti. Within assigned authority, the Associate Project Officer will be responsible for the following specific duties:
• Work with the project partners and beneficiaries, e.g. the National Police of Haiti (PNH), the Anti-Corruption Unit (ULCC), Financial Intelligence Unit (UCREF), Customs and Tax Administration, Central Bank, the Public Prosecutor´s Office, investigative judges and other members of the judiciary, Ombudsman, private sector, as well as judges and investigators from other jurisdictions, to facilitate the development, implementation and evaluation of assigned projects activities; assist in monitoring and analysing specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
• Assist in performing consulting assignments, in collaboration with the national counterparts, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan that the national counterparts will use to manage the change.
• Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
• Provide administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and propose participants, preparation of background documents and presentations, handling logistics, etc.
• Undertake outreach activities; participate in the development of training workshops, seminars; participates in and make presentations on assigned topics/activities.
• Provide substantive support for policy coordination and evaluation functions, participate in evaluations or research activities and studies.
• Participate in field missions, including provision of substantive and administrative support, data collection.
• Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.)
• Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or other relevant discipline is required.
A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible professional experience, including relevant experience in managing programme/project activities including design, management, implementation, monitoring and evaluation in the areas of anti-corruption, criminal justice, crime and drug control and/or related fields, is required.
Work experience within the United Nations system or similar international organizations is desirable.
Work experience in the implementation of global, regional and national anti-corruption projects is desirable.
Work experience with national law enforcement, judicial authorities and the private sector is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English and French is required. Knowledge of Creole is desirable. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
