The EIB, the European Union’s bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C), Regulation & EIB Group Risk Department (GREG), Capital Management Division (CM), Regulatory Capital and Capital Policy Unit (CAP), at its headquarters in Luxembourg, an (Associate) Risk Officer – Regulatory Capital and Capital Policy*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

As (Associate) Risk Officer, you will contribute to the development and maintenance of the Group capital policies, and of regulatory capital modelling and calculations, in order to preserve the financial strength of the institution and to ensure that EIBG complies with best banking practices.

Operating Network

Reporting to the Head of the Unit, you will work in close collaboration with colleagues of the Capital Management Division, with regular contacts within GR&C and other Directorates (e.g., front office lending, front office funding, IT and with the European Investment Fund (EIF). You will interact on a case-by-case basis with internal auditors, the Bank’s Audit Committee, rating agencies, etc.

Accountabilities

  • Contribute to the development of risk management policies in Capital Management and Risk Appetite Framework (RAF) to ensure that the Bank’s overall risk management strategy and policies reflect its risks and business model
  • Calculate, implement, and maintain the EIB Gearing Ratio, Liability Leverage ratio and Equity Participation ratios in order to ensure that these metrics remain in line with best banking practices and according to the defined Group’s RAF
  • In conjunction with colleagues of the Division, support the maintenance of the Bank’s Gearing Ratio, Liability Leverage ratio and Equity Participation ratio calculation engines, both from technical and methodological perspectives
  • Review, analyse and report on the evolution of the risk metrics under your responsibility to the management and Stakeholders. Contribute to impact simulations and ad-hoc analysis (including stress test) for these metrics
  • Contribute to the analysis and implementation of new products and investment programmes (e.g., risk sharing mandates)
  • Participate in the assessment of new business developments, new initiatives, or new modelling best practices on the risk metrics under the unit’s responsibility
  • Participate in horizontal tasks across the EIB Group related to capital requirements, to facilitate the execution of capital initiatives
  • Contribute to the documentation of the Unit’s methodologies and procedures
  • Assist in the Bank’s efforts to maintain compliance with applicable best banking practices around capital requirements.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in a relevant subject. Post-graduate studies and/or relevant professional qualifications would be an advantage
  • Minimum 3 years of relevant professional experience with a sound understanding of best banking practices in bank risk management
  • Knowledge of the regulatory framework and recent developments (e.g., Basel III, EBA guidelines, BIS papers)
  • Experience as a Project Manager would be an advantage (ie familiarity in IT project implementation, interfacing with consultants, maintaining project deliverables and documentation, stakeholder management and providing project guidance and direction)
  • Proficient knowledge of MS Excel, VBA, or other programming languages. Familiarity with Business Objects would be an advantage
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
