This position is located in the United Nations Assistance Mission in Afghanistan (UNAMA) with duty station in Kabul. Under the overall command and supervision of the Principal Security Adviser, the Associate Security Information Analyst at the P-2 level reports to the Chief Security Officer (CSO) on all issues related to security information and analysis in Afghanistan.
Responsibilities
Within limits of delegated authority, and under the general supervision of the PSA, the Associate Security Information Analyst at the P-2 level is responsible for the management of information relevant to security. This includes collection, collation, analysis, and dissemination, to be used as a decision-making and planning tool by the UN Designated Official (DO) and Security Management Team (SMT) to enhance the safety and Security of the UN personnel, assets, and operations in Afghanistan, as may be directed by the PSA/CSO.
The Associate Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through insertion and monitoring of the Safety and Security Incidents Reporting System (SSIRS), situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.
Assist the PSA/CSO in gathering and processing all relevant Security Information in support of the UN Security Management System (UNSMS) in Afghanistan;
Maintains an understanding of the political and security situation in all the country with special focus in the UN area of operations; follow unfolding events; conducts trend analysis and mid to long-term predictive analysis; work with colleagues to gather and verify information; and be able to select, confirm, and deliver the relevant security information, in a concise manner (written or oral);
Contributes to situational awareness by producing timely accurate and analytical reports and briefings that inform senior UNSMS leadership through the PSA/CSO;
Analyzes security information, identifies trends of threats and security incidents affecting UNSMS personnel, assets and operations in Afghanistan;
As directed by the PSA/CSO prepares, and revises Security Threat Information (STI), Security Risk Management (SRM), Physical Security Assessments (PSA) for the existing Security Areas, in cooperation with the Area Security Advisers (ASAs) as all well as ad hoc SRM and PSRM for SUNO visits, specific UN programs and activities, and periodical SIOC reports.
Contributes to the development of corresponding security advisories, alerts and recommendations on security operating procedures;
Provides country wide security threat awareness, briefings and presentations to PSA, DO, SMT and SUNOs on security related matters, as required; Includes cross-cutting issues such as gender, ethnic and others as part of the security analysis; Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
Foster effective working relationships with and within the various UNSMS organizations and relevant external actors and organizations in Afghanistan;
Maintains a system for classifying and storing sensitive information and mapping of security incidents affecting United Nations system personnel, assets and operations;
Contributes to the development of regional threat assessments in neighboring countries, under the coordination of the PSA/CSO;
Performs other duties as directed by PSA and or the CSO.

Education
An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations.
A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree.
A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with four additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) may be accepted in lieu of a first level university degree.
Successful certification in the UN DSS Security Analysis Process and practice (SAPP) course is an asset (and will be expected for future advancement in this field).
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P.
Job – Specific Qualification
Training in Civil Disturbance Management is desirable
Experience in Operational Security, Police/Military Psychological approach and Negotiation techniques is desirable
Work Experience
A minimum of two years with advanced university degree of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization or a diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with four additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) may be accepted in lieu of a first level university degree a diploma from a national is required.
At least one year of experience in a conflict, or post conflict or complex environment is required.
Excellent in rapidly resolving crises, upholding law and order, relating effectively with culturally diverse populations and protecting property and lives is desirable
Experience with assessment of conflict dynamic, GIS data base management , military or national intelligence, etc. is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable.
