This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Facilities and Mobility Services Division (FM), Facilities Services Unit (SEV) at its headquarters in Luxembourg, an (Associate) Contract Manager*.

This is a full time position at grade 4/5 for which the EIB offers a permanent contract.

Panel interviews are anticipated for April 2024

Purpose

You will design, negotiate, establish and manage a broad range of outsourced facilities management service contracts, mainly in the domain of catering, cleaning, waste management, reception desk, senior management support and service desk for the EIB Group’s buildings in Luxembourg.

Operating Network

You will report to the Head of Building Services Unit and work in close collaboration with colleagues from the department.

The post requires a high level of interaction with all staff members, including senior stakeholders, and external partners/providers. It requires strong negotiation skills, customer focus along with diplomacy and excellent interpersonal/communication skills at all levels to discuss strategic, financial, or contractual topics, not only operational topics.

Accountabilities

  • Develop and implement the operating procedures and processes for service contracts and manage initiatives and projects relevant to own domain
  • Oversee and actively intervene in the entire contract life cycle for own FM services (from pre-award to post-award phases), including the transition to the new Hospitality contract
  • Contribute to the efficient communication of unit’s activities to customers, manage interaction with staff and senior management, including reporting regularly on key deliverables, operational and financial figures
  • Coordinate the service providers and actively promote teamwork and collaboration within the unit and across other services to ensure efficient delivery of the service contracts
  • Closely collaborate and report to Budget and Vendor Management Division (BVM) on cost and service provider performance

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in facility management, business management, engineering, architecture, or any other related field
  • At least 3 years’ relevant professional experience in facilities management preferably in hospitality services contract management (catering, cleaning, waste management, reception services and service desk)
  • Proven experience in project management and contract management based on performance/outcomes (KPIs and bonus/malus mechanisms)
  • Ability to draft comprehensive Terms of References
  • Implementation, deployment and usage of Archibus or similar integrated workplace management systems would be a nice to have
  • Thorough knowledge of Microsoft Office Suite (such as Word, Excel, Powerpoint)
  • Excellent knowledge of English and French. Knowledge of other EU languages would be an advantage.
