This position is located in the in the Administrative Section (AS), Security and Safety Service (SSS) of the UNHQ. The Associate Supply Officer reports to the Administrative Officer.
Responsibilities
Within delegated authority, the Associate Supply Officer will be responsible for the following duties.
• Provides support to more senior staff with respect to the provision of support service contracts.
• Examines criteria for contract proposal evaluation.
• Provides background information on contractors’ claims to facilitate the full evaluation of such claims.
• Carries out preliminary examination of OIOS reports and prepares background information needed for reply.
• Examines contract payment data from missions to ensure contracts are operating within specifications.
• Ensures that appropriate action is taken with respect to the formulation of service contracts.
• Supervises the overall receipt and processing of mission shipments on a daily basis.
• Takes responsibility for maintenance of accurate and complete records with respect to all equipment and stores received, stored and distributed by the mission.
• Reviews delivery manifests and purchase orders for accuracy and completeness; undertake appropriate follow-up actions.
• Assists in the preparation of Receiving and Inspection (R & I) Reports for submission to Procurement Unit.
• Monitors procurement cases handled by Third Party Agents.
• May perform other related work as required.
General Administration
• Supervises support staff as required.
• Performs administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors, identification of office technology needs).
Human Resource Management
• Undertakes actions related to the administration of the unit’s human resource activities, ensuring consistency in the application of UN rules and procedures.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, law or related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Work Experience
A minimum of two years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required.
Assessment
Evaluation of the qualified candidates may include and assessment exercise which may be followed by a competency-based interview.

In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
