This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Data & Information Solutions Department (DIS), Content Management Solutions Division (CMS), Intranet & Governing Bodies Portals Unit (IPS) at its headquarters in Luxembourg, an (Associate) Web Content Project Manager *

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

You will manage part of an IT project portfolio for the Intranet and Governing Bodies Portals in order to offer state-of the-art solutions to foster corporate communication and engagement for EIB Group staff and its external stakeholders.

Operating Network

You will directly report to the Head of Unit.

This Unit delivers and maintains web-based solutions. The solutions developed by this Unit are based on a wide range of technologies, including different web content management systems (Drupal, Interact, M365 among others). The portfolio of technologies is currently under an intense renewal process, to avoid technical obsolescence.

Accountabilities

  • Take project management responsibilities for IT projects (multidisciplinary or involving multiple parties) ensuring a high quality of deliverables and respecting predefined budgetary and planning constraints.
  • Act as interface with application business owners, being their point of contact for all business requests within the agreed governance model.
  • Assign, follow-up and ensure good progresses of the activities of the IT Team in strong coordination with the rest of the team members and under the guidance of the HoU.
  • Ability to identify constraints and dependencies at project level and define solutions with the support of team colleagues.
  • Conduct and coordinate business analysis efforts with business analysts/or business representatives and external IT consultants, in order to produce IT application specifications in line with business needs.
  • Collect functional and technical points concerning the solutions in scope and ensure consistent evolution based on business and technological needs.
  • Contribute actively to the design, planning, execution and coordination of functional tests for the solutions to be delivered.
  • Serve as an escalation point for complex operational and technical issues on assigned projects.
  • Provide support to IT development teams during development life cycle and on-going post-release requirements in the field of web content management solutions.
  • Reporting regularly and efficiently on progress of projects / change initiatives to Head of Unit and whenever required Head of Division.
  • Contribute to an efficient and professional communication and effective reporting of the unit’s activities towards customers, preparing audience-appropriate internal and external communications and reports

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Information Technology or related discipline.
  • Minimum 3 years of relevant professional experience in IT Project Management and/or SCRUM methodologies, preferably within the domain of content-rich web application design and development.
  • Proven professional experience with project management activities, particularly with agile framework and practices.
  • Excellent presentation and reporting skills.
  • Excellent communication and organisational skills, with presence and authority to influence stakeholders and partners.
  • Functional knowledge and practical experience of web-based content management solutions, web portals and/or packaged Intranet/Extranet solutions is an asset.
  • Knowledge of UI/UX principles and service design approach is an asset.
  • Experience with content modelling preferably in content management systems is an asset (web content and documents).
  • Up-to-date knowledge of market trends and development in the IT sector and specifically in web content applications domains.
  • Advanced / professional knowledge of M365 Office package.
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
