Result of Service
The Consultant will ensure the operation and maintenance of the ASMP data centre and ICT infrastructure with updated website and issue tracking system, server backups, and procurement of required equipment. The Consultant should maintain or improve on the level of satisfaction of participating administrations that lead to the countries’ agreement to extend the ASMP during the annual review.

Duties and Responsibilities
The Consultant will provide technical support to Fiji, Papua New Guinea, Samoa, Solomon Islands and Vanuatu. The following tasks are as per approved ASYCUDA Support Mechanism for the Pacific (ASMP) work plan. They will be undertaken in coordination with the respective Customs Administrations signatory to the ASMP and UNCTAD, and according to the terms and conditions as outlined in the corresponding Memorandum of Agreement (MOA): (a) Advise on support resources for the ASYCUDA Support Mechanism; (b) Coordinate with Customs Administrations and develop a matrix of priority issues to be addressed; (c) Undertake technical support missions to the ASMP member administrations; in accordance with the respective country’s COVID-19 and health protocols, some missions may be conducted virtually if travel to the country is not possible; (d) Maintain the Issue Tracking System and attend to reported technical issues and queries within a targeted 24-hour turnaround; (e) Promote knowledge transfer through trainings, field visit and coaching of National Fellows from the respective Customs Administrations participating in the ASMP; (f) Advise and train country experts on operational and technical issues, including problem solving; (g) Assist with the planning and execution of National IT development plans in the Customs administrations participating in the ASMP; (h) In conjunction with the national project teams and the UNCTAD ASYCUDA Regional Office in Suva: • Assist with system development and performance; • Advise and assist on any technical installation of the ASYCUDAWorld system; (i) Advise and assist on any functional requests from the Customs administrations participating in the ASMP. (j) Assist with preparation and contribute to 2023 ASMP Review meeting.
Qualifications/special skills
A secondary institute diploma is required. Specialized training in customs operations and in computer science is required. At least 10 years progressively responsible experience in Custom operations (ICT systems design), with at least 5 years in customs automation; Must have good working knowledge of operating systems including Windows and Linux; Must have good knowledge of object-oriented software development, preferably in Java; Must have been involved in the deployment of customs management system; Work experience in Customs in the Pacific region
Languages
Fluency in English (written and oral) is required.
