ASYHUB Maritime and Port Procedures Consultant
Result of Service
After completing process re-engineering for selected operational procedures utilized by MPPT and its affiliated entities, namely INEA and Bolipuertos S.A., and capacity building provided by UNCTAD, the project will ensure a streamlined workflow. This improvement will accelerate processes and enable prompt dissemination of information to relevant departments within these institutions.
Work Location
Caracas – Venezuela. This is a local recruitment. The recruited consultants will be responsible for all necessary visas and work permits required by local authorities before commencing their assignment with the Organization.

ASYHUB Maritime and Port Procedures Consultant Duties and Responsibilities

Under the supervision of the ASYCUDA Regional Coordinator for Latin America, the consultant will provide technical assistance and support to the Ship-Port-Customs integration platform including a technical and functional integration with the collaboration if the Customs Administration under the direction of the National Integrated Customs and Internal Taxes Service (SENIAT) and ASYCUDAWorld platform. The consultant will in charge of the following functions: a) Identify the interactions between the organizations or entities as interested parties and relevant institutions involved in the Ship-Port-Customs interaction project, specifying updates or changes to new procedures and regulations with the coordination of the Ministry of Popular Power for Transportation of Venezuela; b) Compile documentation and submit a report detailing the exchange of communication between the project team (comprising both international and national staff) and relevant Ministry of Transport departments, as well as other collaborating institutions involved in the Ship-Ports-Customs project. This report should encompass mapping all essential processes, including updates on new regulations, manuals, and security measures. c) Identify the functional requirements outlined by Maritime and Ports Authorities concerning the ASYCUDA/Ship-Ports-Customs systems in collaboration with the Ministery of Transport. d) Develop a comprehensive report for the National Coordinator outlining the project monitoring plan, including detailed activity planning focusing on Port Facilitation and the transition to the new digital environment. e) Submit quarterly evaluation reports and semi-annually evaluation project scope updates, compiling and presenting for review all relevant documentation. f) Present a detailed report outlining the proposed phases of the Maritime Single Window project, including updated procedures and additionally, establish a monthly reporting schedule to keep the National Support Coordinator informed. g) Draft and submit a report concerning the operating procedures and manuals jointly required by Maritime and Ports Authorities, which aims to standardize processes with the implementation of the Ship-Ports-Customs ASYHUB platform. h) Prepare a comprehensive inventory and report of all inter-institutional agreements along with their corresponding legal and additionally, assist in the preparation of periodic reports to be submitted to the National Support Coordinator. i) Prepare ASYCUDA/Ship-Ports-Customs ASYHUB project status reports, including the extent of collaboration of project stakeholders across relevant participating institutions and organizations as previously outlined. j) Provide a detailed report encompassing all essential processes, including updates on new regulations, manuals, and security measures.; k) Present a report highlighting both completed and those currently in-progress Operating Procedures to be shared with the beneficiaries of participating institutions and organizations. l) Proposed Regulation and prepare the respective Point of Account to send it to the Council of Ministers for approval. presentation to the President of the Republic and await its approval by the National Executive. m) Develop a Standard Report and presentation to evaluate the progress attained outlining the scope for 2025, particularly focusing on other ports slated for Ship-Ports-Customs ASYHUB system installation. Additionally, propose a schedule for Roll Out aligned with the priorities of Ministry of Transport, Maritime and Ports Authorities. This is a local recruitment. ASYHUB Maritime and Port Procedures Consultant Qualifications/special skills

An advanced university degree, Master, in Law is required. Specialization in Maritime Law, Port Management and International Trade is desirable. A first level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree. A minimum of five (5) years of progressively responsible experience in maritime trade is required. Experience in project management is required. Knowledge of the ASYCUDAWorld platform is desirable.
Languages
For this position, fluency in Spanish is required; knowledge of English is an advantage.
