National Infrastructure Consultant Geneva

Result of Service
Upgrade the physical infrastructure of the La Guaira pilot port with state-of-the-art technology and functional designs for offices, warehouses, and yard areas, including shipyards, container parks, refrigeration, and hazardous goods storage. Additionally, ensure robust hardware protection for the installation of the ASYHUB system.
Work Location
Caracas – Venezuela. This is a local recruitment. The recruited consultants will be responsible for all necessary visas and work permits required by local authorities before commencing their assignment with the Organization.

National Infrastructure Consultant Geneva Duties and Responsibilities

Under the supervision of the ASYCUDA Regional Coordinator for Latin America, the consultant will provide technical assistance and support to the Ship-Port-Customs integration platform including a technical and functional integration with the collaboration if the Customs Administration under the direction of the National Integrated Customs and Internal Taxes Service (SENIAT) and ASYCUDAWorld platform. The consultant will in charge of the following functions: a) Prepare a report outlining the requirements for upgrading the physical infrastructure to modernize the facilities of the Maritime Authority and Port Administration at the Pilot Site of the Port of La Guaira. This report should detail the integration of the Ship-Port-Customs system with ASYCUDAWorld and other existing systems within Maritime Authority and Ports Authority. b) Present a report to the Regional Coordinator, who will subsequently forward it to the Ministry of Transport, containing proposals for new areas dedicated to services and operations of the Maritime Authority and the Port Administration. These proposals should be developed in collaboration with the National Infrastructure Project Teams specializing in port engineering and operational service areas such as tugs, boats, and fuel intake. c) Provide a report to the Regional Coordinator, who will in turn relay it to the Minister of Transport. This report should include suggestions for new designs and programming of In-bond warehouses, transit cargo warehouses, and cargo release at the pilot port of La Guaira. These proposals should be crafted in conjunction with the Port and Maritime Administration with its National Infrastructure Project Teams, leveraging their expertise in port engineering. This is a local recruitment. The recruited consultants will be responsible for all necessary visas nd work permits required by local authorities before commencing their assignment with the Organization.

National Infrastructure Consultant Geneva Qualifications/special skills

An advanced university degree, Master, in Civil Engineer, Industrial Engineer is required. A first level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree. At least 5 years of progressive experience in the design of construction and port infrastructure projects related to shipyards, warehouses, silos, and specialized terminals with experience and solid knowledge in construction works is required Experience in preparing technical specifications on materials, structures, equipment, machinery, and port security under the standards and international code for the security of ships and port facilities (ISPS Code), preparation of plans, and knowledge of AutoCAD or equivalent is required Experience and solid knowledge in construction works.
Languages
For this position, fluency in Spanish is required; knowledge of English is an advantage.
