Your team
Within the Network Management Directorate (Infrastructure Division), the “Deployment Contribution” service manages the technical and administrative support of the EUROCONTROL Agency to the SESAR Deployment Manager (SDM). With the European Commission’s official appointment of the consortium behind the SESAR Deployment Manager (SDM), the EUROCONTROL Network Manager took on the role of consortium coordinator of the partnership (consortium) with 14 air navigation service providers (ANSPs), 4 airline groups and ACI EUROPE.
It is the role of the SDM to synchronise and harmonise the implementation of ATM in Europe through the SESAR Deployment Programme (SDP) as stipulated in CIR (EU) 2021/116.The SDM’s organisational structure is made up of an Executive Director and a Management Team with four managers responsible respectively for the following domains: Strategy and Technical Execution (STE), Performance and CBA (PCBA), Stakeholders’ Relations and Buy-In (SRB), Finance and Consortium Coordination (FCC).
Your role
The ATM Deployment Experts may, depending on business requirements, be allocated to tasks in other domains within the Infrastructure Division, e.g. Information Management, CNS, etc. This is an excellent opportunity to further expand your skillset and broaden your expertise. You will, in particular, be asked to:
- Support or contribute to the development of deployment projects and deployment related activities, and collaborate with ATM operational stakeholders and implementing partners (ANSPs, airports, airlines) particularly in the area of ATM information management and/or communication, navigation & surveillance (CNS).
- Participate to the execution and realisation of projects including following project plans, completing assigned tasks, tracking progress and contributing to ensuring that project deliverables are delivered on time.
- Support performance evaluation; monitor operational, environmental and/or financial performance of deployment initiatives against defined objectives, performance indicators and targets.
- Contribute to cost benefit analyses (pre- and post-implementation) and to the development of business cases for ongoing and future deployment initiatives.
- Draft and maintain relevant documentation, e.g. technical working papers, project plans, (progress) reports, etc. and ensure that project documentation is accurate, up-to-date and available to stakeholders when required.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completed university studies of 4 years in a relevant area (e.g. (Electrical) Engineering, Aerospace, Economics) or of 3 years plus 1 year relevant experience.

- Minimum 3 years’ relevant professional experience to carry out the described responsibilities.
- Generic technical competencies for all ATM Deployment Experts:
- Understanding of operational ATM stakeholders (ANSPs, airlines, airport operators, airspace users, etc.), ATM-related functions and systems (System-Wide Information Management (SWIM), datalink, etc.).
- Understanding of the European large scale SESAR project and EUROCONTROL’s role, in particular in relation to the SDM.
- Technical drafting skills (English).
- Analytical thinking: You analyse information and are able to identify relationships.
- Communication: You are able to foster two-way communication.
- Planning & Organising: You know how to plan ahead and adapt as required.
- Team working: You foster team work.
- Result focus: You seek to improve personal performance.
- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).
- In addition to the above, applicants must have, at least one, of the competencies hereunder:
- Experience in participating to or coordinating ATM-related projects (e.g. CNS, information management).
- Experience in cost benefit analysis.
- Ability to work in a multinational and multicultural environment.

Useful information
- Applications will be accepted from nationals of EUROCONTROL Member States only.
- The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.

The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
- The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
