Your team

Within the Network Management Directorate, “Infrastructure” manages the European infrastructure deployment projects and programmes, and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.

“Planning and Support” manages the Pan-European Sky Implementation Planning, Monitoring and Reporting processes, supports the European Commission for the Policy Level of SESAR Deployment; and ensures efficient coordination with other Agency Directorates to that effect.

Your role

Your role will be to:

  • Master and use the collaboration platform and one or more of the tools used for Planning, Monitoring and Reporting (ESSIP, LSSIP+, OLDI, NETSYS, iNEO, ICAO EUR RASP, LSSIP MapTool, etc.) that support the data collection, analysis and reporting.
  • Assess current toolset, identify inefficiencies and opportunities for evolution and optimisation, propose solutions.
  • Act as business coordinator and/or product owner of the toolset used for Planning, Monitoring and Reporting; participate in the maintenance and evolution of the toolset (e.g. requirements definition, testing, validation, training material development) in collaboration with other business coordinators, product owners, IT portfolio coordinators and development teams.
  • Identify, collect, clean, analyse and interpret data and produce various material (text, reports, graphs, charts, maps, dashboards) to contribute to the different ATM Modernisation Planning, Monitoring and Reporting deliverables (State LSSIP documents, the new EUROCONTROL European Implementation Plan (replacing the ATM Master Plan Level 3 Plan), ICAO EUR ASBU Implementation Monitoring report, ICAO EUR RASP, NM NETSYS report, NM OLDI report, etc.).
  • Conduct autonomously the production of monitoring and reporting deliverables of the unit or in collaboration with other areas of EUROCONTROL, ICAO EUR Office and/or EASA (e.g. EUR RASP monitoring report, NM NETSYS and NM OLDI reports, etc); oversee and coordinate contributions; ensure quality of data and deliverables.
  • Act as a Local Single Sky ImPlementation (LSSIP) contact person for several States; monitor and report progress of the ATM modernisation (objectives) and offer support as required by the States.
  • Extract, present and explain (technical) information, data and trends (generated and/or consolidated from different tools/sources) in a comprehensive manner to internal business units and external stakeholders.
  • Develop and sustain effective interactions with key collaborators and partners to foster a culture of knowledge sharing, collaboration, productivity and efficiency.
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years in a relevant domain (Engineering, ATM, IT, etc.).
  • A minimum of 4 years’ relevant professional experience to carry out the described responsibilities.
  • Experience in capturing business needs, requirements and developing corresponding use cases.
  • Experience in data analysis.
  • Experience with Agile methodologies and processes (e.g. SCRUM) for IT development.
  • Knowledge of the EUROCONTROL LSSIP process and related tools (e.g. ESSIP, LSSIP+, NETSYS, OLDI, iNEO and LSSIP MapTool, EUR RASP, etc.).
  • Understanding of the SESAR ATM Master Plan and European ATM implementation activities (ATM Master Plan Level 3 Implementation Plan & Report).
  • Stakeholder management skills.
  • Technical writing and presentation skills (English).
  • Experience in the use of advanced functions in Excel (e.g. pivot tables, macros, etc.).
  • The following would be an asset:
    • Experience in SESAR Deployment Manager (SDM) reporting activities.
    • Knowledge of the CP1 (European Commission Implementing Regulation).
    • Understanding of ICAO GANP.
    • Ability to design reports by using PowerBI or similar data visualisation tools.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year(s) pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • The successful candidate shall be engaged in principle at the basic grade of the advertised grades.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
