This position is located in the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO), duty station Goma. Goma is classified at “D” hardship and it is a non- family duty station. The Aviation Safety Officer will be based in Goma and reports to the Chief Aviation Safety Officer (CASO).

Within delegated authority, the Aviation Safety Officer will be responsible for the following duties:
• Participates in the development and Implement the Mission Aviation Safety Programme (MASP).
• Participates in the development of the Aviation Emergency Response Plan and ensure that it is communicated to all officials concerned.
• Supports the coordination and organization of aviation safety drills and exercises required by the Mission Aviation Safety Programme (MASP).
• Monitors the integration of Aviation Risk Management into UN aviation activities.
• Develops quarterly Risk Assessment Indicators and analyze the level of safety of aviation activities within the Mission.
• Conducts all Safety Assurance activities to include Monitor and Measuring the Safety Performance Indicators (SPI’s), Management of changes and continuous improvement.
• Proposes the required corrective and preventive measures, develops aviation safety recommendations, and communicates them to the officials concerned.
• Investigates aviation occurrences involving UN air assets and observed hazards related to aviation activities, compiles reports and analyzes statistical data. UN jobs Goma
• Participates, as a UN representative, in the investigation of accidents and incidents involving UN air assets and equipment. • Identifies, analyzes, and monitors trends that may affect the safety of UN aviation activities.
• Participates in initial aircraft inspections and participates in the performance evaluations of civilian air operators and military aviation units.
• Conducts safety surveys of airfields and helicopter landing sites.

• Provides safety briefings to personnel involved in UN aviation activities.
• Promotes aviation safety awareness within the field mission.
• Organizes and conduct Mission Aviation Safety Council meetings.
• Develops inputs for aviation safety budget. • Drafts safety bulletins, newsletters, and consolidated reports.
• Coordinates with other UN agencies and host country civilian and military aviation authorities on the aviation safety matters. • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in Air Transportation, Aviation Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management or graduation from equivalent military educational establishment is required. A first level university degree with a relevant combination of education, professional training, certification in aviation safety, and two (2) additional years of work experience in air transportation related occupation, may be accepted in lieu of the advance university degree.

Job – Specific Qualification

Training and Certification in Safety Management is required. Training as Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller, or an Aeronautical/Maintenance Engineer, or an equivalent military qualification is required.

Work Experience

A minimum of five (5) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering is required. At least one (1) year of experience in air transportation, air traffic control operations, aviation safety or aviation engineering at the international level is required. At least one (1) year experience as Aviation Safety Officer is required. Experience in the development, implementation, and management of Mission Aviation Safety Programs through the iaviationsafety platform is desirable. Experience in international operations in a post conflict environment is desirable. Experience as a Civil Aviation Inspector and familiar in the use of International Civil Aviation Organization (ICAO) standards and recommended practices is desirable.
