JOB CONTEXT:
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures (HNO 2023), about 15.3 million people are currently affected by the crisis in Syria, including about 2,1 million IDPs living in last-resort IDP sites, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Twelve years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern especially following the severe earthquake that struck the northern part of the country along southern Türkiye. From its management office in Amman, HI is leading a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:

1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, mental health and psychosocial support (MHPSS) and/or prosthetics and orthotics), community-based MHPSS activities, training, technical supervisions and donations of assistive devices and/or equipment;

2. Humanitarian Mine Action, including clearance, risk education, non-technical survey, advocacy and victim assistance;

3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response;

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

YOUR MISSION:
The AVR Technical Specialist, based in Amman in HI Whole of Syria coordination team, will co-coordinate the Northwest Syria (NWS) Mine Action Working Group (expected 30% of time), support the HI AVR intervention in Northeast Syria (NES) (35% of time) and the HI AVR intervention in NWS (35% of time).

In NES, HI is carrying out a sizable and comprehensive HMA program including integrated community liaison process and land release and victim assistance (VA is provided through inclusive case management of EO survivors and provision of multi-disciplinary rehabilitation, these sectors are outside the scope of the position).

In NWS, HI has been providing EORE in conflict affected communities and VA (through inclusive case management of EO survivors, provision of multi-disciplinary rehabilitation and MHPSS; these sectors are outside the scope of the position) and it is now starting piloting NTS, with the goal of engaging in land release when the context allows, hopefully soon.

The main objectives/priorities of the position in the first year are:

–          Technical capacity building of relevant staff.

–          Technical support and control.

–          Support to fundraising and project design.

–          Providing strategic guidance to the programme.

–          Co-coordinating North West Syria Mine Action Working Group.

In this context, the AVR’s missions will be as follows:

Mission 1 : Expertise

·       Contribute to the regional strategies in line with the global strategies

·       Ensure technical support to projects in line with the global technical frameworks and standards in AVR

·       Ensure technical learning from projects

·       Control & monitor the technical quality and the relevance of HI’s activities in the Programmes under his/her scope

·       Ensure compliance of the technical proposition with nexus stakes

·       Contribute to the development of research and innovation projects in the region when relevant, in AVR. Suggest and steer technical innovation projects

·       Contribute to the Technical Divisions professional channel facilitation within the program

Mission 2 : Influence

Contribute to the local external prestige and influence of HI’s expertise in AVR:

·       Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)

·       Contribute to advocacy on specific themes in line with the global advocacy priorities

·       Contribute to communication messages locally in line with the global communication priorities.

Mission 3 : Business development.

Ensure the development of major opportunities or new projects in the region under his sectorial scope

·       Lead or contribute to the context analysis in AVR

·       Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division

·       Identify & transform major opportunities in the region under his scope

·       Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region AVR sector e. Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.

Mission 4: Emergency preparedness and response responsibilities

Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.

Requirements

–          Knowledge:

o   You have a thorough theoretical knowledge of AVR related activities: EORE, Victim Assistance, land release, conflict transformation, as well as of conflict sensitivity (cross cutting approach).

o   You have thorough operational knowledge in EORE and Victim Assistance.

o   Operational knowledge in Non-Technical Survey and other aspects of the land release is an asset.

o   EOD and Non-Technical Survey certifications are not required but are an asset.

–          Practice:

o   You have a minimum of five years of experience in providing technical support and strategic guidance in minimum two to three pillars of the AVR Programming (EORE/CPP, VA, land release, conflict transformation) and advocacy

o   You have experience in capacity building and mentoring, as well as in the design of integrated Humanitarian Mine Action projects.

o   You have experience in conducting specialised trainings at short notice, and ability to condense information to the essentials while maintaining quality.

You show empathy, patience, and are able to lead in a multi-cultural context.

      • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
  • Housing: Collective taken in charge by HI;
  • If you are resident in the country: local package.
