Program Overview
The Coalition of Bali Net Zero Emission believes that fostering the agency and leadership of local government and broader segments of the society is key to ensuring that the climate neutrality agenda remains strong and becomes a way of life, serving as a pathway for development, regardless of national and local political transitions. Achieving this requires concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our key targets in this project consist of local governments, especially those responsible for energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While many of these groups already recognize the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and take action.
World Resources Institute (WRI) Indonesia, in collaboration with our partners in Bali, has co-designed a multi-year program for Bali Net Zero Emission. It aims to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment. At the same time, it seeks to establish a strong foundation for the province’s net zero emission by 2045 while contributing to national climate targets. This project’s theory of change is adapted from the program to ensure synergy and collaboration among partners in achieving our overarching goal.
Job Highlight
The Senior Lead for Bali Net Zero Initiative will drive collaborations with local institutions/organizations as implementing partners to strengthen local capacity for an accelerated transition. To maintain synergy among partners, a Coalition Secretariat will be established, led by the Senior Lead, who will have the following roles:
This position reports directly to the Country Director of WRI Indonesia and the Bali NZE Steering Committee.
The Senior Lead for Bali NZE initiative will manage a diverse team, including monitoring and evaluation personnel, grant and finance personnel, and engagement and communication personnel. Their primary responsibility is to strategically lead and manage the secretariat of the Bali NZE coalition, ensuring effective implementation of Bali’s net zero vision. The Senior Lead will facilitate and act as the main conduit between the Secretariat’s governing structures which may include a steering committee, management team and various implementing partners. The Senior Lead will be expected to problem-solve varieties of programmatic-related challenges especially those that relate to the (1) the coordination work of Bali NZE program with the government and coalition partner (2) coordinating and balancing various stakeholders’ interests/needs from the parties involved in external and internal secretariat; and (3) any constraint/barriers that may lead to hindering the overall program vision.
This position is based in Bali with office-flex working arrangements and travel as needed. In support of WRI’s DEI commitment, the Senior Lead is expected to actively participate in these collaborative efforts by integrating equity into your work, our workplace, and the organizational culture.

What You Will Need
Education: Master’s degree in engineering, economics, urban planning, environment, and international development (or two additional years of relevant work experience) is preferable.
Experiences: Minimum of 5 years of full-time work experience, especially in related to portfolio management, preferably in a large, international organization. Prior engagement in environmental or climate/oceans/cities/forests/energy focus areas is desirable.

Contract Arrangement
Full-time with fixed-term employment agreement up to 30 September 2025 with 3 (three) months of consultancy will be in place prior to the start of the fixed-term employment.
