This position is located in the Operations Coordination & Liaison Unit in the Operations Support Section within the Operations Service of the United Nations Joint Staff Pension Fund – Pension Administration (UNJSPF-PA). The Operations Coordination & Liaison Unit administers the participation process as it relates to data exchanges between the Fund and its Member Organizations (MO), including HR interfaces, data quality assurance, interaction with the employing offices on missing separation documentation, management and follow-up of the non-actionable and HR data feed workflows and ownership of the whole participation process from enrollment to separation. Represents the UNJSPF-PA in all the unit’s relations with the secretaries of staff pension committees and other administrative staff of organizations/entities. The incumbent reports to the Chief of Operations Coordination & Liaison Unit.
Responsibilities
Under the general supervision of Chief of Unit, the incumbent performs for the following duties:
Organizes and supervises the activities of the unit.
• Process, administers, and manage the participation and separation process. In carrying out these duties and responsibilities, ensures consistent application of the Regulations and Rules of the Fund and adherence to the pension adjustment system, as approved by the General Assembly.
• Reviews, authorizes, and/or approves relevant documents for new participants as well as changes in the Participants’ Data Base.
• Reviews, authorizes, and/or approves relevant separation documents required for the determination of eligibility and benefit entitlements.
• Analyzes in detail the most complex cases and decides on the disposition of such cases within the scope of delegated authority.
• Reviews probable exceptions to established procedures for presentation and recommendation to senior management for approval.
• Supervises Unit’s staff.
Open (non-actionable) Entitlement Workflows:
• Management of the Open (non-actionable) Entitlement Workflow in the IPAS system arising from receipt of separation documentation from member organizations or participants.
• Liaises with MO on missing separation documentation and prepares summaries of corrective actions to be taken by Pension Entitlement Section (PES) NY and Geneva.
• Analyzes and reconciles workflow data identifying systemic issues and solutions.
Represents the UNJSPF-PA in all the unit’s relations with the secretaries of staff pension committees and other administrative staff of organizations/entities:
• Ensures that all queries are promptly replied to within the service level agreement whenever feasible and, when not, that any necessary investigation and follow-up are carried out.
• Undertakes investigation and/or follow-up of particularly difficult cases requiring intervention at the supervisory level.
• Recommends solutions to the Chief of Unit to problems that require his/her attention.
• Provides user inputs to the improvement of the interfaces, and design of new systems, ensuring that full account is taken of the relevant provisions of the Regulations, Rules, Pension Adjustment System, and administrative procedures of the Fund.
• Input to the design of the specifications for the interfaces and other systems.
• Input to the design of various projects geared towards innovating and modernizing the Fund.
• Test the various systems and provide corrective information when required.
• Monitors and develops/enhances data Interfaces with MO, including automation of the information exchange between the Fund and the MO and updating workflow status in IPAS.
• Analyzes and suggests specific enhancements to the current HR interfaces such as validation of data and automatic voiding of redundant workflows.
Member Organisation Staff instruction:
• Identifies, reviews, and assists with resolving common data issues.
• Develops and maintains instructions and procedures on UNJSPF requirements for the submission of separation documents for the use of the MOs.
• Implements end-to-end review and undertakes analysis, and prepares statistical reports.
• Organizes the work in accordance with the best management practices, with an emphasis on the delivery of quality client-oriented services in the most efficient and timely way.
• Oversees the work of the staff, planning/discussing work plans to evaluate their performance.
• Monitors and suggests improvement to existing workflow/MO reports.
• Develops new reports for MO’s with analyses on actions and status for Operations staff and Senior management as needed, using the IPAS BI system.
• Reports accurately and timely to the Chief of Unit and/or Senior Management when requested.
• Performs administrative functions and other special assignments at the request of the Chief of Section and/or Senior Management, including liaising with chiefs of other sections and units on workflow, timetables, new developments, new projects, etc.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration or public administration, finance, management or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of responsible experience in the area of employee benefit administration, finance or human resources or related area is required.
Experience within a post-employment benefit scheme is required
Experience as a manager or in the supervision of staff is required.
At least three years of experience in employee benefit administration is desirable.
Experience within the UN common system and International organization is desirable.
Two years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The United Nations Joint Staff Pension Fund (UNJSPF) is an inter-agency body established by the United Nations General Assembly in 1949. The Pension Fund pays benefits in 17 currencies to about 80,000 beneficiaries who reside in more than 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund.

If selected, a General Service staff member would be required to resign from their appointment in the General Service category and be reappointed on a fixed-term appointment limited to service with the UNJSPF. The period of ineligibility for re-employment following resignation shall not apply to such staff resigning from the General Service or related category to take up the functions of this position in the Pension Administration of the UNJSPF.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
