PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.

The achievement of Ecuador’s NDC targets requires a substantial increase in the volume of public and private, national and international climate finance invested in the country.

As a result, the Government of Ecuador, under the leadership of National Popular Finance Corporation (CONAFIPS), has embarked on an ambitious effort to design nature-related financial instruments.

This includes developing a taxonomy for the bioeconomy and biodiversity sectors, frameworks to mitigate financial risks related to nature, methodologies for collecting and disclosing nature-related data, as well as financial instruments for these sectors. The project also aims to establish a pipeline of biodiversity and bioeconomy projects and enterprises.

POSITION SUMMARY

GGGI is looking for an experienced Bioeconomy Expert Consultant located in Quito, Ecuador. The selected consultant will play a key role in structuring bioeconomy instruments for the Ecuadorian government, coordinating stakeholder engagement, and implementing bioeconomy finance products, with technical guidance from GGGI staff.

OBJECTIVES OF THE ASSIGNMENT

The Consultant will support the analysis, documentation, design, construction, and implementation of bioeconomy finance instruments in Ecuador. This intervention offers specific support to CONAFIPS’ Environmental team to enhance the flow of finance to bioeconomy projects.

SCOPE OF WORK
  • Providing technical expertise in the design and assessment of innovative financial instruments, with a focus on biodiversity conservation and sustainable bioeconomy.
  • Conduct an analysis of Ecuador’s bioeconomy sector, including comparative advantages of bioeconomy development in the country, potential utilization of biodiversity in the country, barriers, and other relevant aspects for the analysis.
  • Prepare comprehensive documentation outlining the findings of the analysis, including recommendations to ensure the sustainable utilization of resources for bioeconomy projects.
  • Provide capacity-building support to CONAFIPS and other relevant stakeholders on bioeconomy, including training programs and knowledge sharing.
  • Advising on the development of sustainable policies, regulations, and systems related to bioeconomy and biodiversity conservation.
  • Participating in the creation of tools and methodologies for managing nature-related financial risks.
  • Ensuring that all activities align with international best practices in bioeconomy and biodiversity conservation.

Considerations:

  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the final Report.
  • The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.
  • The consultant selected must dedicate 100% of his/her time to this process. Therefore, it is forbidden to consider other consultancies during the contract period.
  • This position will require a near full-time on-site presence at CONAFIPS at least 4 out of 5 (80%) days of the working week.
  • The consultancy budget includes the costs of transportation and accommodation, and necessary resources for field studies in the selected places. This is a lump sum contract.
EXPERTISE REQUIRED
  • Bachelor’s degree in a field related to bioeconomy, such as biology, ecology, environmental sciences, environmental economics, microbiology, biotechnology or related fields.
  • Postgraduate degree or specialization in bioeconomy, ecological economics, environmental sustainability, climate change, sustainable landscapes, sustainable development, and natural heritage management or related.
  • Minimum of 5 -8 years of relevant work experience in development of projects related to environment, bioeconomy, assessment of ecosystem services, or climate change.
  • Experience in accelerating sustainable value chains linked to the bioeconomy.
  • Prior experience in the supportive financial sector is a plus but not required.
  • Knowledge of the popular and solidarity financial sector will be highly valued.
  • Excellent written and oral communication skills in English.
KNOWLEDGE AND SKILLS
  • Knowledge of bioeconomy, climate change or sustainable finance, sustainable landscapes.
  • Skills in working with multidisciplinary groups.
  • Negotiation, promotion, and conflict resolution skills.
  • Syntaxy and redaction proficiency.
  • Expertise in developing training processes.
