2.  Purpose of consultancy

L’analyse de ces données permettront une meilleure compréhension l’évolution médicale, psychologique et biologique des personnes guéries de la MVE afin de définir des stratégies de leur prise en charge holistique. Cette analyse se fera en collaboration avec les experts du MSP et l’Institut Nationale de Recherche Biomédicale (INRB) et de l’OMS.

3.    Background

L’Organisation mondiale de la Santé (OMS) à travers son bureau pays en République Démocratique du Congo (RDC) appui depuis 2018 le Ministère en charge de la Santé (MSP) dans la mise en oeuvre du Programme de soins et de suivi des personnes guéries de la Maladie à Virus Ebola (MVE). Dans le cadre de ce Programme, les personnes guéries bénéficient de consultations médicales, psychologiques et biologiques mensuelles pendant 18 mois après la sortie du Centre de traitement de la MVE. Depuis 2018, près de 1200 personnes guéries ont bénéficié des activités du Programme. Les données générées lors des consultations mensuelles ont été enregistrées dans la plateforme Go.Data pour faciliter leurs analyses.

4.    Deliverables

Sous la supervision technique du Point focal national de l’OMS pour le Programme de Soins et Suivi des personnes guéries de la MVE en RDC et en étroite collaboration avec les membres des Equipes en charge des fièvres hémorragiques virales au niveau pays et du Go.Data du Siège de l’OMS à Genève le Consultant biostatisticien doit :
– Livrable 1. Se familiariser avec les données enregistrées dans Go.Data, rassembler, gérer et analyser les données de tous les partenaires ; agréger les informations pertinentes aux analyses à effectuer;
– Livrable 2. Proposer un plan d’analyse des données cliniques, biologiques et psychologiques en collaboration avec les experts du MSP, de l’INRB et de l’OMS;
– Livrable 3. Réaliser les analyses statistiques définies dans le plan d’analyse ;
– Livrable 4. Contribuer à l’écriture des articles discutés et en collaboration avec les experts du MSP, de l’INRB et de l’OMS ;
En fonction des besoins, le candidat pourra être appelé à effectuer d’autres tâches définies par l’OMS.
5.    Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Diplôme universitaire en statistique / gestion de données / biostatistiques / mathématiques appliquées / recherche clinique / épidémiologie ou autres disciplines avec un accent sur l’analyse statistique, la gestion des données et les sciences de l’information.

Desirable: Spécialisation en recherche clinique.

Experience:

Essential: Au moins 2 ans d’expérience cumulées aux niveaux national et/ou international dans le domaine de la biostatistique, de la science des données, de la recherche clinique, de l’information sanitaire ou de la santé publique.

Desirable: Expérience de travail avec le Système des Nations Unies ou les ONGs internationales. Expérience matière de publications scientifiques.

Skills/Knowledge: 
Essential:
•    Connaissance approfondie des méthodes quantitatives, en particulier de l’épidémiologie, des autres méthodes statistiques, des logiciels statistiques tels que R, STATA, SPSS, SAS ;
•    Haut niveau de programmation avec des logiciels statistiques tels que SAS® ou R
•    Capacité avérée à produire des publications et des documents techniques de haute qualité;
•    Capacité avérée à communiquer clairement et efficacement en tenant compte d’un environnement de travail multidisciplinaire, multiculturel et international ;
•    Capacité avérée à travailler en équipe en assumant des rôles de direction ou de soutien, mais toujours de manière constructive pour faire avancer l’agenda commun ;
•    Capacité avérée d’apprendre sur le tas, enthousiasme pour les nouveaux défis et les nouvelles méthodes de travail
