1. SUMMARY

The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ. The EM Division covers the following directorates: HQ Support and Transformation (HQST), Human Resources (HR), and Information Communication, and Technology Management (ICTM).

Within EM, the Information Communications and Technology Management Directorate provides support and services in the areas of information communication and technology management, and archives information and knowledge management to the North Atlantic Council (NAC), its Committees and to the IS.

The Business Relationship Management (BRM) Section is composed of the Business Analysis Unit and the Customer Support Unit. BRM ensures that all incoming requests for new ICT services and new business requirements are validated and delivered according to agreed SLA standards and requirements set in projects.

The incumbent will be part of the Business Analysis Unit and will serve as the contact point of liaison between business and technology by:

  • understanding business mission, operating environment, stakeholders, organisation, rules and regulations;
  • working with the business to analyse its requirements and match them with potential IT solutions;
  • facilitating the Business Processes Re-engineering (BPR) projects through the implementation of industry best practices;
  • providing expertise, and producing requirements for any new technology applications;
  • helping technical analysts and development teams to understand and implement requirements;
  • contributing to the development of a change management, training, and testing plan to facilitate the adoption of solutions and new processes.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • possess a university degree, or equivalent qualification, in information systems, business administration, or a related field;
  • have a minimum of 2 years’ experience working on business analysis;
  • have experience working as member of a project team;
  • have experience in or good understanding of IT change management projects ;
  • possess excellent communication and active listening skills;
  • have a strong knowledge of business modeling and functional analysis methods (processes and information modeling, use case design, application flow charts, data flows diagram, etc.);
  • have a thorough  understanding of IT technology and the ability  to conduct technology watch activities;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.

DESIRABLE

The following would be considered an advantage:

  • knowledge of IT industry defined frameworks (e.g. BPMN, Prince2);
  • experience in NATO working environment or other International Organisations or Public Administrations;
  • level V (“Advanced”) of NATO’s second official language (English/French).

3. MAIN ACCOUNTABILITIES           

Expertise Development

Identify business organisation strengths and weaknesses and recommend areas of improvement. Understand and document current “As Is” business processes and information model. Recommend and facilitate the business change process to meet business needs by identifying, assessing and documenting business requirements, recommending business priorities and advising business on options, risks and costs vs. benefits of various solutions. Understand and be familiar with industry best practices in terms of technology solutions. Be able to identify root cause of problems, develop gap analysis and define the “To Be” vision and future state processes that are in line with business objectives and strategy, including gaining buy-in from the appropriate level of management.  Prepare documentation relevant to Calls for Bid, coordinate with the business and the Procurement Units during bidding process, and participate to the bid evaluation process.  

Project Management

Be responsible for preparing the business case and project cost justification. Participate to the design or review of the business case during the project execution to ensure that the foreseen benefits will be delivered within time and budget. Assist the business in preparing test scenarios. Explain/demonstrate business requirements to the technology team or the supplier. Ensure that requirements documentation can be easily translated into test and training plans.  

Stakeholder Management

Develop strong working relationships and trust with the business teams. Take ownership of business related issues and serve as a liaison between technology, functional counterparts, vendors and the business. Be able to anticipate business future needs.  Communicate difficult/sensitive information tactfully. Manage business end-users expectations effectively. Act as facilitator in team and client meetings. Deliver informative, well organised presentations. Prepare the relevant documentation and participate to the presentation of the business case to the Budget Committee when funding is required. 

Knowledge Management

Conduct research to determine if solutions to business requirements currently exist within or outside the business (e.g. market surveys), and if not, whether new solutions are feasible. Share and leverage successful products, processes and best practices across the technology teams. Assist in evaluating knowledge-sharing tools and making recommendations for technology standard approaches/tools. Refine and enhance technology methodologies, tools and/or standards.

Information Management

Conduct interviews, process design workshops and process and information mapping sessions to understand the business needs and help develop solutions. Facilitate implementation of change (technology and/or business) through training sessions, demos, and the development of appropriate documentation.

People Management

Contribute input to the people management side of change management strategies to transition to the new processes. Act as lead Business Analyst and oversee activities of more junior staff members Facilitate team interactions through sound and inclusive management principles.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Head, Business Relationship Management. S/he will interact with other members of ICTM, including other analysts, project manager(s), Technical Analysts, and the NATO Communications and Information Agency (NCIA) supplying the overall NATO HQ ICT infrastructure. Furthermore, the post interacts on a daily basis with internal customers (NATO HQ and possibly NATO-wide) as well as Financial and Procurement units and external vendors.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years.
Contract clause applicable:
This post is required for a limited period to support the NATO2030 project.  As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration , which may be renewed for a period of up to 3 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
