About this position

We are looking for a candidate with excellent interpersonal skills, with demonstrated experience with documenting business/functional requirements for systems, that transform business or clinical processes.

You will work in the Social Protection and Health Division (SPH) part of the CCB/CJA department. This team is responsible for the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include: early childhood development, youth programs, and care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization, and performance, etc.) and nutrition.

What you’ll do:

The primary function of this role is to support the MOHW in the development of a strategy and uses cases that leverage NIDS and digital certificates for identity management for the health sector. Other key outcomes include the identification of key business processes and workflow to require to support identity management in the health sector, the identification of gaps in policy and Standard Operating Procedures (SOPs) related to identity management in the use of digital health tools and platforms, and the identification of high-level costs for enabling infrastructure (e.g. biometric devices) aligned with the identified strategy and use cases.

  • Coordinate communication and collaboration between the MOHW, the IS4H Program Team and Project Execution Units (PEU), the NIDS Programme PEU and eGov Jamaica Ltd.
  • Plan and facilitate discussions among key stakeholders to identify and document the key strategic and business objectives and outcomes for using NIDS and national digital certificate platforms for the identity management of digital health solutions currently being delivered by MOHW, with an initial focus on the new EHR solution and the MyHealth health information exchange platform.
  • Document current and future state workflow, data flow and business processes in clinical and virtual settings (i.e., online) related to identity management of individuals receiving health care services (e.g., patients or clients), individuals supporting patients or clients (e.g., designated care givers) and health care providers delivering services.
  • Review existing related policies and SOPs to identify and document gaps required to support proposed future state workflow, data flow and business processes, in alignment with new data protection legislations, NIDS policies and procedures, existing and draft policies for the protection of personal health information, and international best practices and standards.
  • Identify high-level costs for enabling infrastructure based on the identified identity management strategy and use cases (e.g. biometric devices)

Deliverables and Payments Timeline:

This consultant will report on a day-to-day basis to the Senior Director, Information System for Health Branch, MOHW, and will be under the supervision of the Senior Health Specialist (SCL/SPH) at the IDB.

Product 1: Workplan – Document defining the key activities and timelines, and expected stakeholders to be engaged in relation to the activities and deliverables of this contract 20% November, 2023.
Product 2: Digital Health Identity Management Strategy – A document that defines the key strategic and business objectives and high-level conceptual architecture (e.g. points of contact for identity management during the delivery of health services in health care settings using digital platforms and online), business, workflow and data interactions and exchanges with NIDS and the government digital certificate platform for identity management, with consideration for future state implementation of other digital health solutions, include mobile health, telehealth, and private sector digital health solutions. The Digital Health Identity Management Strategy will need to be approved by both the MOHW and the NIDS Programme. 20% December, 2023.
Product 3: Documentation of Use Cases, Data Flow and Key Business Processes for Digital Health Identify Management – A document that illustrates the key Use Cases (including “edge cases” such as identity management for tourists, minor children, and unconscious individuals, among others) related to identity management for digital health solutions. 20% February, 2024.
Product 4: Policy and SOP Gap Analysis] – A document that identifies the key gaps in policies and SOPs related to identity management for health services using digital health tools, in alignment with national data protection legislation and regulations, NIDS policies and procedures, existing or draft protection of health information policies, and international best practices and standards. 20% April, 2024.
Product 5: Cost estimates – High-level cost estimates at a high level of the additional infrastructure investments the Ministry will require to implement and sustain the identity management strategy (e,g, biometric devices at point-of-care, etc.) 20% May, 2024.

 

What you’ll need

· Education: A bachelor’s degree or equivalent in health informatics, computer science, health/hospital administration, public health, public administration or business administration, or related field.

· Experience: Minimum of 2 years (5 years preferred) of professional experience working in the public or private sector and a Minimum of three years’ experience with documenting business/functional requirements for systems that transform business or clinical processes; Demonstrable experience with the application of use case methodologies for documenting information system interactions; Knowledge of information systems architectures, technologies and standards; Knowledge of digital health standards a definite asset; Knowledge of identity management for digital information systems a definite asset; Excellent interpersonal skills with the ability to interact culturally, linguistically, and diplomatically with diverse internal and external individuals; demonstrated experience working in formal project management methodology; ability to manage concurrent activities that involve a broad range of stakeholders; Experience working in an international context is highly desirable

Requirements:

· Citizenship: You are either a citizen of Jamaica or a citizen of one of our 48 member countries with residency or legal permit to work in Jamaica.

· Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
