The EIB, the European Union’s bank is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Business Digitalisation and Support Unit (BuDiS) at its headquarters in Luxembourg, a Business Analyst/Officer*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

The purpose of the role is to conduct key business analysis in order to develop, implement and maintain business applications, as well as review and improve related processes to capture and implement new products, workflows, technologies in order to meet the functional and technology needs of the FI-PRO (Planning and Settlement of Operations Department) divisions, and align these with operational needs.

Specific Post Environment

Regular telework is allowed as long as Bank’s telework policy and Minimum Presence Required rules applicable for FI PRO teams are respected.

Operating Network

As a Business Analyst/Officer (internally referred to as Transaction Procession and Management Officer/Analyst), you will report to the Head of Unit. You will be in working contact with other colleagues in FI (Finance Directorate) and other Directorates as well as the EIF for business aspects, will co-operate closely with the other units of the FI-PRO Back-Office Divisions and with FI-SDM (Systems & Data Management Division) / IT on technical aspects. The post will primarily focus on the implementation of Business Projects falling under the Digital Ambition programme and support the Back Office Divisions for deliveries (Agile process) related to these projects.

You will be actively involved in matters related to the New Products Committee (NPC) and working groups; propose and follow improvements with respect to the processes relating to transversal projects and to the treatment of complex loans operations.

Accountabilities

  1. Contribute and provide business support to projects that have a specific scope and timing in order to ensure the realization of the project within the set scope, time and budget.
    • Act as a Business Analyst (under the supervision of the project manager) on complex business projects in the area of Lending and Treasury/Borrowings (e.g. new product implementation, new functionality introduction, Package upgrades, etc.)
    • Collaborate in workshops/discussions to understand – within assigned business area – project goals, workflows, complex business needs, gaps, and opportunities
    • Review and comment all technical documentation related to the approved solution before implementation.
    • Report on a regular basis the status of the FI-PRO applications’ developments to the senior colleagues and HoU
    • Review the documentation of transactional processes
  2. Contribute to the support processes related to the implementation and running of the FI-PRO’s applications under the unit’s remit in order to ensure optimum efficiency and reliability of the applications and related financial data and user’s satisfaction (internal and external).
    • Provide 1st level user support: analyse incidents, identify workarounds, provide specific advices and follow-up of resolutions
    • Coordinate functional support to business users in FI-PRO’s directorate
    • Gather user requirements for maintenance and developments, follow-up on implementations
    • Provide status updates to the senior management on the development
    • Execute User Acceptance Tests (UAT) test plans to ensure that business requirements and functional specifications are implemented properly and meet objectives, (e.g. review and definition of rules, reports and activities).
    • Collaborate to the training sessions organization when required
  3. Manage relationships and collaborate with counterparts from others EIB Group’s Directorates.
    • Act as the contact point and represent FI-PRO (with a senior colleague) in working groups and transversal initiatives, when related to the applications under unit’s remit.
    • Participate and Collaborate to NPCs and working groups that impact FI-PRO on new products or bank-wide initiatives, and assist BuDiS senior colleagues in order to define solutions that will meet the requirements of the services and cover the business needs.

Qualifications

  • University degree, preferably in the fields of information technology, mathematic or finance
  • Minimum 3 years professional experience in the financial sector, or business consultant companies
  • Solid proven experience as Business Analyst
  • Good knowledge and understanding of financial products (lending market), and relevant business processes (such as post-disbursement event processing)
  • Good knowledge of financial instruments and processes related to Back-Offices (Borrowings and/or Treasury) would be considered an advantage
  • Knowledge of SWIFT market standards would be an advantage
  • Knowledge of ION systems used at EIB (WSS – Finance Kit, WSS – CLM) would be considered as an advantage
  • Good knowledge of project management principles, methods and practices an advantage
  • Understanding of the EIB’s mission, organisation and activities
  • Project Management Certification (i.e Prince2, PMP/PMI or PM²) would be an advantage
  • Good presentation and communication skills
  • Knowledge of the standard computer tools, in particular, strong proficiency in Microsoft Excel and PowerPoint is required
  • Knowledge of SQL, VBA or other programming languages would be considered as an advantage
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
