Your team

Within the Network Management Directorate, the “Operations” Division enhances and delivers a performance focused operational service with cost effectiveness and excellent level of service to clients and partners. These include ATFCM services, European network operational functions, network airport-related operational functions and services including the European Aviation Crisis Coordination Cell (EACCC).

As the new Business Continuity Management Expert, you will ensure, in close collaboration with internal services as well as external operational stakeholders and Member State representatives, business continuity for the Network Manager Operations. You will define business requirements related to business continuity and perform business impact and risk analysis. You will also develop, review, and maintain contingency procedures, and provide training on them.

Overall, this function ensures that the EUROCONTROL Network Management mandate can be fulfilled and maintained to a defined degree, even in disruptive situations.

Your role

Your role will be to:

Provide expertise in business continuity, contingency and crisis management related activities, in particular:

  • Business requirements and business impact assessments:
    • Define, capture and document business service requirements in close collaboration with the affected services and perform business impact and risk analysis.
  • Contingency management:
    • Act as interface between various internal operational and technological services and review contingency agreements based on the existing disaster recovery plans.
    • Plan, conduct and report on disaster recovery exercises, including follow up of actions/incidents stemming from the exercise.
    • Contribute to call for tenders and manage relevant contracts.
  • Crisis management:
    • Organise (plan, prepare, contribute) and run the European Aviation Crisis Coordination Cell (EACCC) and the ICAO volcanic ash (VOLCEX) exercises.
    • Maintain the crisis portal based on input from all relevant internal and external stakeholders (ANSPs, airlines, state focal points, etc.).
    • Act as interface between the Network Manager Incident Coordination Procedure (NMICP) process and the Agency crisis management and continuity process.
    • Contribute to projects, audits, meetings, etc and train/brief staff (state focal points, internal community, etc) on the disruption and crisis processes.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must meet one of the following educational and experience criteria. Experience should have been gained in the aviation/air traffic domain or within a comparable regulated industry.

• University degree of 4 years followed by a minimum of 3 years’ relevant working experience.
• University degree of 3 years followed by a minimum of 4 years’ relevant working experience.

  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in business continuity management, contingency and risk assessment.
  • Experience in identifying, developing and documenting processes.
  • Stakeholder management skills. Experience in managing external stakeholders (ANSPs, Member States, etc.) would be an advantage.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will have to acquire, at least, a basic knowledge of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
