HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving the protection, quality of life, and promotion of rights of vulnerable individuals, including people with disabilities. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2021, HI established a base in the greater Unity, which remains among the most conflict and disability affected states of the country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.

HI current programs are funded by BHA-IRC, UNICEF, MOFA Luxembourg, South Sudan humanitarian Fund (SSHF) and Centre de Crisis (CDC). As part of its strategy, HI South Sudan is an actor in Protection programming, in Health (MHPSS, reproduction health and physical rehabilitation) as well as inclusion in humanitarian action, and livelihood, and to undertake innovative programming in Education in an emergency. HI works in close collaboration with the South Sudan Humanitarian Clusters (Health, Protection, Food Security & Livelihoods, and Education), UN agencies and Government departments (Health, Agriculture, Education, Gender and Youth, and Relief & Rehabilitation Commission). HI is also an active member and a member of the steering committee of the South Sudan NGO Forum.

DESCRIPTION DE POSTE :

Under the responsibility of the Head of programme, the Business Development and Grants Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she will lead in Business Development, Grants Management and External engagement. The person will work closely with the Technical Specialists, MEAL team, logistics and finance to ensure effective and inclusive processes management, ensuring compliance with HI’s, and donor rules and regulations. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization, through paradigm changes.

Main responsibilities and related activities:

1. Expertise

1.1 Business Development and Fundraising
• Suggest, drive the proposal writing process and steer technical innovation projects
• Ensure the development of research and innovation projects in the country when relevant (In liaison with 3I Division)
• Identify the priorities of Research and Studies
• Ensure intelligence gathering of major funding opportunities from in-country and external donors
• Produce & steer the conception sector briefs, theory of change and macro-log frames
• Identify & develop country partnerships and/or consortiums with NGOs, Institutions, Companies on technical priorities or important topics in the region
• Focal point for donor liaison in the country, and fundraising through HI’s Federation offices in the USA and Europe

1.2. Grants Management; Ensure all grants management processes are implemented. These include, but are not limited to;
• management of the filing tree to ensure all documents are safe, accessible and available.
• Correspondences with donors on all matters contract management
• management of the grants tracker, periodically updating the management on the pipeline and strategic actions that should be undertaken to increase the chances of winning grants
• Leading contracting/Grant signing processes
• In charge of all Grants Cycle Management processes

2.1 Ensure the respect of global technical frameworks and standards on Inclusive Humanitarian Action and the learning process from projects (In liaison with 3I division)
• Work with the Head of Programme to ensure the field Specialists and Project Managers respect HI’s global technical norms
• Ensure a local sectorial watch, best practice capture
• Ensure technical learning from projects

2.2 Ensure the monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his scope
• Review and flag compliance and quality issues in the project implementation
• Ensure quality control of projects and programmes and issue warnings and recommendations
• Monitor the implementation of audit recommendations, if applicable

3.0 Influence – Ensure the local and external prestige and influence of HI’s expertise
• Influence establishment of and decision of the humanitarian technical working group on inclusion.
• Represent the technical expertise of HI throughout the local relevant networks
• Contribute to advocacy on specific themes in line with the global advocacy priorities
• Contribute to communication messages locally in line with the global communication priorities

PROFIL ATTENDU :

• You have a Bachelor’s degree in a relevant field,
• You have experience in business development and grants management in humanitarian settings, as well as project management,
• You have experience in external engagement with donors, partners, and governments,
• You have experience in proposal and report writing, and in consortium project design development,
• You know how to develop and implement a fundraising strategy,
• You have knowledge of frameworks in international human rights, international development cooperation, humanitarian assistance and MEAL,
• You are aware of the strategies for fighting exclusion and discrimination,
• Resilient to stress and uncertainty, you like working as part of a team, and know how to manage conflicts and problems,
• You master written and oral institutional communication in English and another international language.

SPECIFICITES/PARTICULARITES DU POSTE :

The capital, Juba, has a major presence of INGOs and UN, basic but acceptable leaving conditions (generator, water tanks, basic roads…), and high-cost level.
Rural areas with very badly shaped roads, little infrastructure, and NGO leaving in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services. The security conditions are unstable with a level 3 and areas under massive conflict. The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.

• Salary from 2757 € gross/month upon experience
• Perdiem: 501 € net/month – paid in the field
• Hardship: 500 € net/month paid with your salary
• Paid leaves: 25 days per year;
• R&R: 5 days every 8 weeks + possible transport/package support.
• Position: unaccompanied

• Housing: Collective taken in charge by HI
