Your team

Within the Directorate Maastricht Upper Area Control Centre, the”Technical Systems” service is responsible for the maintenance, development and improvement of software products which support MUAC in achieving its safety and capacity targets and sustain the growing air traffic demand. It provides also resources to various projects in its area of expertise and maintains technical hardware.

Our “Architecture and System Engineering” team is seeking a talented Business Requirements Engineer to play a pivotal role in our projects.

The MAKAN (Maastricht and Karlsruhe Networks) project is a visionary collaboration between two major Air Traffic Control (ATC) centres in Europe: Maastricht and Karlsruhe. Our mission is to create a seamless airspace user experience, enhancing capacity, safety, and environmental sustainability while laying the groundwork for future flexibility and economic benefits. This project involves aligning working concepts and procedures, developing a common system, and optimizing border coordination to improve traffic handling. We are also crafting an advanced system architecture, deploying shared systems from geo-redundant data centres, and building a digital platform to support both centres and potentially third parties.

Your role

Your role will be to:

  • Gather, analyse, and assess business needs from internal and external stakeholders. Design precise technical specifications for development initiatives while ensuring clarity, comprehensiveness, and viability of these requirements, proactively addressing, and resolving any conflicts or ambiguities that may arise.
  • Act as a liaison between the development team and stakeholders, effectively communicating requirements and addressing any concerns or feedback in order to ensure that the solutions meet the requirements and overarching business strategy.
  • Design comprehensive “lean specifications” (i.e., balanced specifications between providing enough detail to guide development while avoiding unnecessary complexity), use cases, validation, and acceptance scenarios.
  • Autonomously manage changes to requirements throughout the product lifecycle, ensuring proper evaluation, documentation, and communication to all stakeholders.
  • Maintain an up-to-date and accurate specification of the product’s functional behavior, alongside a robust model of the business architecture it supports, ensuring alignment with organizational objectives.
  • Provide technical expertise to Product Portfolio Managers in allocating user requirements among system components and service level requirements, considering architectural constraints and system design principles to optimize allocation effectively.
  • Support the comprehensive functional implementation and test plans of the system, collaborating closely with development teams and testing specialists to ensure solutions align with specified requirements.
  • Facilitate rapid feedback cycles and improve the refinement of developed solutions by utilizing diverse methodologies such as prototypes, data analysis, mock-ups, or proofs of concept to ensure successful validation and acceptance.
  • Facilitate verification, validation, and acceptance activities by ensuring clear understanding of agreed-upon functionalities and development processes.
  • Assist Product Portfolio Managers in managing the product backlog associated with the system project.
  • Stay informed and current on aviation (ATC) regulations (e.g., CP1 mandate) as they may influence the technical requirements of the system.
  • Train and coach junior members of the team.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in relevant field (e.g., Computer Science, Engineering)
  • A minimum of 4 years of relevant working experience working as a Requirements Engineer or similar role in software/system development projects.
  • Experience in diverse methods for gathering requirements, including interviews, surveys, workshops, prototyping, and use case analysis.
  • Experience in managing and analysing requirements changes throughout the project lifecycle, which includes evaluating their impact and ensuring documentation is promptly updated.
  • Experience in producing and maintaining documentation (including requirements documents, use cases, user stories, and other relevant materials) in a clear and consistent way throughout the project lifecycle.
  • Experience in building and maintaining effective relationships with stakeholders at all levels of the organization, as well as collaborating with cross-functional teams.
  • Understanding of Software Development Lifecycle (SDLC).
  • Understanding of testing concepts and practices to ensure that requirements are readily testable.

Following skills would be considered as advantage:

  • Experience in ATM-related industry.
  • Knowledge of Flight Data Processing (FDP) systems.
  • Experience with project management tools (e.g., JIRA).
  • Awareness of industry standards and regulatory requirements that may impact the development and documentation of software requirements.

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 3 Year(s) and it may be renewed up to a maximum of 9 years or converted into an undetermined contract pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • The employment can be terminated earlier by both parts at the end of the period of notice that will be specified in the contract. The period of notice shall not be less than one month per year of service, subject to a minimum of one month and a maximum of three months. In case of renewal the maximum shall be six months. In case the contract is for an undetermined period, the period of notice shall not be less than one month per year of service, subject to a minimum of three month and a maximum of 10 months.
  • The successful candidate shall be engaged in principle at the basic grade of the advertised grades.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
