JOB DETAIL

The Joint Warfare Centre (JWC) is looking for an experienced and pro-active Command, Control, Communications and Computers (C4) Planner to coordinate the information exchange requirements and CIS services necessary to support exercises, experiments and collective training events. The successful candidate will have a comprehensive set of skills in project planning, network design, configuration, operations and management. They will have good interpersonal skills and an ability to work in, and to manage diverse teams.

Summary

The JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness. IM/C4 Branch planners provide advice and support to Program and Project Managers and the Officer Directing Exercises Exercise Planning Team. Based on exercise aims and design and training objectives, the IM/C4 Branch develops Information Exchange Requirements for Exercise Control (EXCON) and translates them into specific deliverables and requirements for CIS Services provided by NCIA. The C4 Planner contributes to the development of particular Information Exchange Requirements (IER) for Exercise Control (EXCON) and translates them into specific deliverables and requirements for Communication and Information Systems (CIS) Services provided primarily by the NATO Communications and Information Agency (NCIA). The provision of those services requires changes to JWC’s Information Technology (IT) infrastructure, which are to be validated and approved by the IM/C4 staff.

PRINCIPAL DUTIES

The incumbent’s duties are:

  • Provides technical expertise to the IM/C4 Branch and the IM/C4 Planning Team Leader in preparation of training events, experiments and exercises.
  • Participates in planning events as determined by the IM/C4 Team Leader.
  • Collects all Officer Directing the Exercise (ODE) CIS requirements, drafts and maintains the CIS Service Matrix (CISSM) for ODE in all exercise locations.
  • Contributes to the development of Functional Services (FS) Data Flow Diagrams for exercises.
  • Conducts site surveys in support of deployed EXCON.
  • Contributes to the ODE CIS Annex of the Exercise Plan (EXPLAN).
  • Contributes to the development of C4 Support Plans for events and exercises.
  • Coordinates with C4 service delivery organisations outside of JWC as required.
  • Coordinates closely with NCIA, NCISG and other agencies when defining technical CIS and FS requirements for deployed sites.
  • Develops and maintains any CIS Layouts for EXCON at JWC and for deployed EXCON elements.
  • As required, coordinates and develops any CIS Layouts for Training Audience (TA) elements deploying to JWC for exercises.
  • Prepare and execute the ODE Setup and Validation (S V) test plans, participate in and coordinate ODE’s participation in the Officer Conducting the Exercise (OCE) S V for exercises.
  • Liaises with any NCIA CIS and FS teams that may be deployed in support of ODE.
  • Participates in and manages the local Request for Change (RFC) process together with NCST and the IM Planner, during events and exercises.
  • Provides analysis and feedback to the lessons learned process.

ESSENTIAL QUALIFICATIONS

Professional/Experience

  • At least two years of experience performing planning and project delivery for a wide range of networked computer systems. One year of the experience should have included supervision or management of a team.
  • Good working knowledge of network design, operations and management.
  • Advanced training/experience in IT or CIS.
  • Broad knowledge of modern network architecture.

Education/Training

  • University Degree in information science, management information systems, computer science or related discipline and 2 years function related experience, or
  • Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

Language

  • English – Upper Intermediate/Advanced

DESIRABLE QUALIFICATIONS

Professional/Experience

  • Experience with the NATO CIS structure.
  • Familiarity with the NATO command structure and functions.
  • Experience of the NATO Exercise Planning process.
  • Chartered Engineer status or membership of a professional institution in the fields of IT/IS.
  • Practical experience with network configuration and management.
  • Experience of working in a virtualized IT environment.
  • Knowledge of NATO Information Systems and networks.
  • Experience in an international organisation, preferably NATO.

ATTRIBUTES/COMPETENCIES

  • Personal Attributes: Personal Attributes: Good interpersonal skills. The incumbent must be able to work as a member of a team. Broad technical skills. A pro-active approach will be important to assess, identify and address potential issues before they impact on operational users. The incumbent must be flexible and be able to work under pressure and still produce high quality results.
  • Managerial Responsibilities: The post requires the ability to work as member of a temporary joint exercise planning team. It requires the ability to make decisions in the absence of senior guidance, frequently in situations complicated by the nature of combined operations, which require tact and diplomacy. It provides technical advice to, and co-ordinates some aspects of the work of NCIA CIS staff (e.g. systems administrators). It has oversight responsibility for the planning, implementation, configuration and -when necessary- recovery prioritisation of IM and FS. This post may be required to deputise for the C4 Main Planner.
  • Professional Contacts: Regular contacts with a wide range of internal JWC and NCIA staff using and administering information systems. Regular contacts with the CIS support personnel at remote locations participating in JWC exercise events. Regular contacts with external agencies.
  • Contribution to Objectives: Indirectly impacts the ability of JWC staff to deliver the overall training objectives.  This post contributes significantly to the availability and accessibility of information systems in use at JWC and remote locations, thereby ensuring that connected sites fully participate in training and exercise events.
  • Supervisory Responsibilities: Dependent on requirements may be required to direct and supervise the work priorities of an ad-hoc or permanent team within the functional area.

WORK ENVIRONMENT

The work is normally performed in an office environment.

Contract:

The successful applicant will be offered a three year definite duration employment contract after which a further contract may be offered. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Salary:
