icddr,b invites applications from suitable candidates for Consultancy under the Maternal and Child Health Division.
Assignment/Activity: This consultancy aims to prepare project completion report for “USAID’s Research for Decision Makers (RDM) Activity” in consultation with the RDM management team, thematic leads, and relevant study and activity PIs. The report should present the major accomplishments of RDM and compare the accomplishments against the targets set for the lifetime of the project. The report should also highlight the major challenges the project faced and the ways of overcoming those challenges.

Expected start date of assignment: October 2023
Duration: 30 days
Scope of work: The consultant will report to his/her respective supervisor and s/he will complete the assigned tasks as planned under the Terms of References (ToR).
Specific Responsibilities:
- Brainstorm with the RDM Activity management team to further understand the assigned activity;
- Stock-taking of the studies and activities conducted under the project;
- Stock-taking of the documents produced under the project including quarterly reports and annual reports;
- Review the Monitoring Evaluation and Learning (MEL) targets and achievements;
- Meet study and activity leads to understanding the study achievements;
- Attend the RDM Activity closing event;
- Engage and discuss with selected GoB focal persons and/or relevant stakeholders to understand their views on the achievements of RDM studies;
- Highlight the success stories of the project and identify the shortcomings and bottlenecks of the project;
- Share an outline of the RDM Completion Report with the RDM Activity management team and address their comments;
- Prepare the RDM Activity Completion Report and share it with the RDM Activity management for their comments and suggestions;
- Address RDM Activity management team comments and submit the report to RDM for onward submission to the donor;
- Address donor’s comments and submit a revised version to RDM management team.
Expected deliverables:
- Outline of the Completion Report in MS Word (within 10 days of commencement of work).
- Completion report (not exceeding 45 pages excluding annexes) approved by the donor in both MS Word and pdf version. The final report should contain the following:
- Present accomplishments in accordance with the specific paragraphs of the project description.
- A comparison of actual activities and results with the plan (annual workplan) established for the life of the project (presented in narrative and table format).
- Describe reasons why targets were not achieved or surpassed and why activities were delayed or not carried out, if appropriate.
- Success stories, including examples of synergy and collaboration with partners.
- A summary of progress made in achieving indicator targets (MEL) during the project period
- Other pertinent information, including recommendations with in depth analysis and lessons learned related to the overall program results.
Required qualifications and experience:
- MBBS or advanced degree in Public Health;
- Advance training in project management or leadership development;
- Must have experience in conducting USAID-supported health programs or health activities evaluation;
- At least 15 years of working experience in the field of MNCH/FP-RH/TB/Nutrition;
- Knowledge of MNCH and FP service delivery models, including NGO and private sector;
- Experience in design and implementation of health service delivery projects/programs;
- Experience working in private-sector health service delivery;
- Experience in working in the region, and experience in Bangladesh is desirable;
- Excellent interpersonal skills, including experience in successfully interacting with host government officials, civil society partners, and other stakeholders;
- Excellent writing skills in English and extensive experience in report writing.
