Assignment/Activity: Under the guidance of the Supervisor, the consultant will contribute to an activity titled “Providing technical assistance (TA) to economic modeling to understand the politics and financing for oxygen.” The mandate for the consultant must comply with the overall Terms of Reference for the consultancy. In particular, s/he will cover the assigned task as planned under this consultation. The consultant will report to his/her respective supervisor.

Duration: 50 Days

Scope of work: The consultant will report to his/her respective supervisor and s/he will complete the assigned tasks as planned under the Terms of References (ToR).

Specific Responsibilities:

The short-term consultant will aid the Lancet Global Health Commission on Medical Oxygen Security in gaining insights into the political and financial aspects of oxygen provision by investigating the following:

1. The potential intervention strategies for control of ALRI in children under 5, and respective impact evaluation and cost-effectiveness.

1.1. Formulate intervention implementation scenarios and estimate the effect on mortality.

1.2. Estimate the costs associated with the scale-up of different intervention strategies, including the unit cost per treatment of each intervention.
1.3 Conduct cost-effectiveness analyses to determine which intervention is cost-effective, make recommendations based on the results.

1.4. Provide a detailed report on the modeling methodology, assumptions, and results.

Consultancy duration and Travel requirements:

The consultancy is scheduled for a duration of 50 days, from October 15, 2023, to 28 December 2023. The consultant is expected to join an initial meeting (virtually) to make a further elaborated and concrete work plan under this consultancy. Provision to icddr,b Development Team of regular progress updates via emails and/or virtual meetings as required.

Required qualifications and experience:

• International consultant holds a PhD in Global Health/Epidemiology/ Statistics. However, pursuing a Ph.D. degree are also encouraged to apply.
• 5-7 years of diverse work experience in epidemiology, research and healthcare, mathematical modeling of infectious diseases.
• Strong project management skills to ensure effective oversight of research projects, meeting timelines and objectives.
• Expertise in mathematical modeling techniques specific to Acute Lower Respiratory Infections (ALRI)
• Competence in writing and optimizing simulation code in Python for modeling and analysis purposes
• Experience in calibrating and validating mathematical models to ensure accuracy and reliability.
• Skill in performing sensitivity analyses to assess the robustness of models and findings.
• Ability to create compelling visualizations using Matplotlib to communicate complex data insights effectively.
