Duty station:                                      TKP & MTN Camps Sittwe Township, Rakhine State

Travel:                                                 up to 50%

  1. Role and responsibilities: The Camp Management Officer is a member of NRC’s Camp Management Team in Rakhine State that provides direct camp management services to Thet Kae Pyin and Maw Ti Ngar camps as well as capacity building and coaching of committees in the camps. They will also reach out to IDPs living outside camps and the host community.

Generic responsibilities:

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the Camp Management portfolio according to the plan of action
  3. Conduct camp management field activities independently according to the work plan and targets
  4. Prepare and develop camp context situation analysis reports weekly basis
  5. Manage, monitor and support camp based team for the daily assignments
  6. Ensure proper filing of the project supporting documents at camp offices and using Microsoft Office 365
  7. Promote and share ideas for improvement of the camp management response
  8. Contribute to the fulfilment of the aims and objectives for NRC’s presence in Myanmar.
  9. Carry out duties with respect to NRC Mission Statement, Values, Code of Conduct, standards of accountability, policy guidelines and handbooks

Specific responsibilities:

The Camp Management Officer – Field Operations (camps based) will be expected to perform the following tasks:

  • Supervise, recruit, and manage community-based workers from Thet Kae Pyin and Maw Ti Nger Camps
  • Overseeing camp management activities in the camps according to the project work plan
  • Organise and facilitate camp-level Camp Coordination meetings with other service providers and representation from camp committees
  • Maintain and build up good relations with stakeholders; CMCs, service providers, etc. and the communities in the camps
  • Oversee service monitoring & data collection and use data collection tools proficiently
  • Lead implementation of the rapid needs assessments, outcome monitoring and post-distribution monitoring exercise
  • Submit context analysis report to Camp Management senior colleagues which comprises updates of service provisions, contextual changes and challenges
  • Ensure to running and managing of camp offices and community centres properly with the fully equipped necessity
  • Oversee and conduct regular shelter monitoring – in order to identify shelter and infrastructure needs and gaps in the camps
  • Coordinate with service providers on gap filling, arising needs, and referrals at the field level
  • Conduct qualitative assessments, key informant interviews and focus group discussions to identify community needs and gaps, reducing duplications in the field
  • Plan and manage distributions of NFIs either for blanket population or specifically to PSNs in line with distribution SOP
  • Prepare contextualised training materials and conduct training for community members and camp based workers
  • Assist the team in identifying and responding to emergency cases
  • Participate in any other activities as needed upon Line Manager Guidance

Critical interfaces: 

  • Liaise with other NRC core competencies in order to maximize synergy/complementarity of field activities
  • Co-facilitation of community meetings and activities
  • Joint meetings with host community and IDPs outside camps
  • Support departments in NRC (e.g. Finance, Admin, HR, Logistics)

Scale and scope of position

Staff: Camp Focal Points, Community Centre assistants, indirect management of 14 community mobilisers/ 8 Animators/ 10 Security Guards/ 2 Cleaner
Stakeholders: CCCM Cluster, UNHCR, Camp Service providers, Camp Committees, Camp Community Groups, NRC Core Competences

Professional competencies 

  • Relevant academic background [college level]
  • Experience from working in development or humanitarian /recovery context
  • Experience from doing community mobilisation and training required
  • Previous experience from working in complex and volatile contexts

Context related skills, knowledge and experience:

  • S/He should be fluent in English, Rakhine, and Myanmar languages. Some skills in local/Muslim language an advantage.
  • Experience from working in insecure environment
  • Ability to travel in rural areas
  • Ability to work in a cross-cultural setting
  • Willingness to learn and adapt to the fast – changing field dynamics
