Position Overview

The Capacity Development (CD) Officer under the supervision of the Objective 2 Technical Lead, will support coordination of capacity development project activities and contribute to technical components. The CD Officer will focus efforts on supporting select subgrantees to strengthen their organizational systems that will enable them to successfully implement their awards in contribution to the achievement of their mission. The position will be responsible for collaborating with the Activity’s other technical teams to ensure that CD approaches and activities are integrated across all areas of the Activity.

Key Responsibilities

Technical support

  • Support the activity team to deliver high-quality technical and organizational capacity development activities for selected partners, in areas such as Governance, Financial Management, Procurement, Gender Integration, and more.
  • Contribute to the activity planning for all capacity development components.
  • Work collaboratively with consortium partners to implement programming.
  • Work with Pact team to learn and apply CD tools including ITOCA, OPI, Network analysis and action plans with partners in Tunisia, ensuring high-quality through participatory methodologies, co-creation, and contextualization, as per Pact’s capacity development overarching principles, approaches, and tools.
  • Develop materials and processes for topics identified for capacity development of partners, including training, mentoring, coaching, peer learning and other methods.
  • Manage Pact’s Capacity Solutions Platform (CSP) for partner organizations and encourage partner’s data-driven decision-making through training, mentoring and coaching on the CSP and CD data analysis.
  • Remain up to date with the latest methodologies, best practices, and donor requirements and ensure that the project capacity development efforts are consistent with the best practices of the industry.
  • Ensure flexibility and high quality of the capacity development support provided to partners.

Management and coordination support

  • Train, mentor and oversee the Capacity Development Specialist and Capacity Development Assistant who provide CD support to selected local partners.
  • In collaboration with D.C.-based colleagues, lead the development of annual work plans, CD activities and program reporting.
  • Coordinate with stakeholders in all aspects of activity planning, implementation, monitoring and learning.
  • Attend and contribute to relevant activity working groups, meetings, and workshops.

Basic Requirements

  • BA with 7+ years or MA with 5+ years of experience in development studies; political science or a related field.
  • Experience in implementing technical and organizational capacity development programs.
  • Experience in facilitation, CD approaches and methods relevant to capacity development, including training and mentorship.
  • Proven ability to manage a team, set realistic priorities, and plan for the successful implementation of activities.
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in a fast-paced environment.
  • Ability to work independently and in collaboration with a consortium of partners to produce timely and high-quality results
  • Strong writing and oral presentation skills, including professional fluency in French/Arabic and English
  • Experience performing similar work scope in Tunisia.
