POSITION SUMMARY

GGGI has been appointed as the implementing agency for the “Enabling Blue Carbon in Indonesia” project by the Ministry of Environment and Forestry (KLHK). The Enabling Blue Carbon project will address gaps identified at the policy level in terms of lack of data, research, and standard methodology for the inclusion of blue carbon ecosystems in Indonesia’s NDC. This position will support the development and implementation of a comprehensive Monitoring, Reporting, Verification (MRV) system, aligned with national and international standards, and provide technical assistance and capacity building to relevant stakeholders to improve data management and carbon accounting for blue carbon ecosystems.

PURPOSE
  • Lead the development of the MRV system for the blue carbon sector supported by the Enabling Blue Carbon Project under the overall management of the Project Manager (PM), guided by Ministry of Marine Affairs and Fisheries (KKP) and MoEF, and in close coordination with the NASCLIM project with relevant national and subnational governments, communities, and private sector.
  • Provide high-level technical input to the development of a comprehensive MRV system for blue carbon ecosystems.
  • Ensure the MRV system aligns with national and international standards.
  • Provide high-quality project management to the project, and ensure effective, timely, and efficient delivery of project results and activities in the field in particular for MRV related outcome.
  • Provide high-quality technical inputs and advisory on carbon accounting methodology for the blue carbon sector.
  • Provide technical assistance and capacity building on MRV related activities to relevant stakeholders.
  • Contribute to the development and implementation of strategies to ensure that MRV related outcomes are continued collaboratively by stakeholders beyond the project duration.
ENGAGEMENT
  • Develop and foster strong relationships with key government stakeholders, in particular the KKP, and other stakeholders relevant to NASCLIM project such as Peatland and Mangrove Restoration Agency (BRGM), and Coordinating Ministry of Maritime and Investment Affairs (Kemenko Marves).
  • Ensure alignment and leverage synergies with the NASCLIM project to maximize the collective impact.
  • Work closely with government partners, researchers, international communities, and development partners in implementing project activities, recognizing the importance of government buy-in and ownership.
  • Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.
  • Coordinate with the methodological panel under KLHKon the development of methodologies for blue carbon accounting and ensure compliance with international (UNFCCC and IPCC) standards.
  • Ensure a consistent and coordinated approach to project implementation, aligning with other outcomes related to policy and MRV system, guided by principles of gender equity and effective communication strategies.
DELIVERY
  • Map out stakeholder role and responsibilities in implementing blue carbon mitigation action to be incorporated in the design of MRV system (MRV institutional arrangement).
  • Promote and support cooperation and teamwork among various government institutions, organizations, or groups involved in the project, related to MRV development.
  • Organize and coordinate meetings, workshops, and other collaborative activities to ensure that key stakeholders are aligned and working towards common goals.
  • Oversee the MRV development outcomes to ensure they are completed on time, within scope, and within budget.
  • Develop and implement strategies to enhance collaboration and achieve project objectives by identifying and leveraging synergies between different key stakeholders to maximize project outcomes.
  • Engage with all relevant key stakeholders to understand their needs, expectations, and contributions, while building and maintaining strong relationships to ensure ongoing support and commitment.
  • Design and implement a robust MRV framework for blue carbon ecosystems.
  • Develop methodologies for carbon accounting specific to mangroves and seagrasses to improve the accuracy of GHG Inventory for blue carbon sector.
  • Conduct training sessions and workshops for national and sub-national stakeholders.
  • Develop training materials and manuals to facilitate understanding and implementation of the blue carbon sector MRV system.
  • Prepare detailed reports on the development and implementation of the blue carbon sector MRV system.
  • Document lessons learned and best practices for future reference.
  • Ensure transparent and accurate reporting to project stakeholders and donors.
REQUIREMENTS
QUALIFICATIONS
  • Preferably an advanced degree in Environmental Science, Climate Science, Forestry, or a related field.
  • Preferred 6-8 years of experience in carbon accounting, MRV systems, or related fields. Additional years of experience are considered advantageous.
  • Expertise in blue carbon ecosystems, particularly mangroves and seagrasses.
  • Familiarity with national and international GHG inventory standards and reporting requirements.
  • Proven experience in developing and implementing MRV systems in line with UNFCCC standards, especially for blue carbon ecosystems.
  • Proven experience in capacity building and stakeholder engagement.
  • Excellent communication and report writing skills.
  • Ability to work collaboratively with diverse stakeholders, including government officials, NGOs, and local communities.
  • Up-to-date knowledge of international MRV standards and best practices for blue carbon as per UNFCCC guidelines.

ABOUT THE PROJECT

In support of Indonesia’s climate change mitigation and adaptation strategy, GGGI, with support from the Government of Canada, will implement two projects related to the blue carbon sector in Indonesia. The first project, Nature-based Solutions for Climate-smart Livelihoods in Mangrove Landscapes (NASCLIM), focuses on degraded coastal areas in North and East Kalimantan Provinces and will support the national Government of Indonesia, especially the Ministry of Environment and Forestry (KLHK), the Agency for Rehabilitation of Peatlands and Mangroves (BRGM), and the provincial authorities of North Kalimantan and East Kalimantan. The second project, Enabling Blue Carbon Project in Indonesia (EBC), will support the KLHK and Ministry of Marine Affairs and Fisheries (KKP) in formulating robust policies related to enabling framework, data management, research, and a standard methodology for the inclusion of the Blue Carbon ecosystem in Indonesia’s NDC.

Currently, the government’s primary focus for EBC is directed towards the sustainable management of the first two ecosystems, which are mangroves and seagrass, while NASCLIM will develop mangrove protection and restoration models to revitalize coastal areas in North Kalimantan and East Kalimantan economically and environmentally. Both projects will focus on sustainable mangrove management, synchronized and interlinked at national and sub-national level.
