POSITION SUMMARY

The Caribbean Senior Program Development and Portfolio Management Officer will support the Caribbean Representative for overall program management, identify, design and develop proposals for green growth projects and programs for the Caribbean and develop and strengthen strategic partnerships for the region.

GGGI’s Caribbean portfolio currently includes county programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean states managed out of the OECS Commission in St. Lucia. All of GGGI’s Caribbean program provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.

PURPOSE

The Caribbean Senior Program Development and Portfolio Management Officer will be responsible for designing and developing green growth projects and take a leading role in writing proposals and coordinating proposal development for all country programs in the Caribbean. The Senior Officer will provide program management support to the entire GGGI Caribbean portfolio – Dominican Republic, Guyana and Organization of Eastern Caribbean States (OECS) members. The Senior Officer will take a managing role the entire Caribbean portfolio when the Caribbean Representative is on mission outside of the region, on annual leave, etc.

ENGAGEMENT

The Officer will be engaged internally and externally to support the Caribbean Representative by;

  • Maintaining good knowledge of GGGI’s Caribbean (and Latin American) programs and GGGI’s enterprise software for results reporting and other operations to facilitate a regular and concise reporting of progress / issues in country programs and regional portfolio for the Caribbean Representative.
  • Working closely with Country teams, Project Managers and other relevant units at GGGI to ensure effective program development and delivery, and portfolio coordination
  • Building rapport with working-level staffs in Caribbean country governments and development partner organizations to gather information, carry-out consultations and conduction stakeholder mapping
  • Under the minimum guidance of the Caribbean Representative, maintaining active communication and coordination with government stakeholders, development partners and donor agencies to identify resource mobilization opportunities.
  • Coordinating with GGGI colleagues in the Caribbean, Latin America and globally on project development and donor management.
  • Work closely with the Caribbean Representative to develop and deliver new, multi-country and regional projects and programs while supporting the overall management of the Caribbean portfolio.
  • Initiate, organize and participate in meetings with potential partners and ensure their systematic and timely follow-up
  • In cooperation with relevant stakeholders, prepare and keep under review partnership plans (objectives, budget, outcomes, monitoring, evaluation), negotiating relevant agreements and ensuring that plans are implemented as agreed.
  • In coordination with Country teams, Project Managers, M&E Officers and other relevant staff, manage the preparation and submission of donor reports in a timely manner.
DELIVERY
  • Drive the identification, design, formulation and negotiation of new projects and programs and draft concept, notes, project proposals, budgets, and legal agreements.
  • Manage the analysis, mapping, and identification of potential opportunities with GGGI member countries, and partners, DFI/IFIs, intergovernmental organizations, foundations, NGOs, academia, think tanks and private sector.
  • Contribute to the development and implementation of best practices and innovative approaches to maximize performance and sustain achievements in project and partnership development.
  • Identify potential traditional and innovative funding sources and potential partners, including the private sector, broadening the donor base over time.
  • Maintaining an overview of the project pipeline, funding opportunities and partnership options in the Caribbean and facilitating discussions between donors, investors, government, and various stakeholders
  • Implementing suitable communication mechanisms and tools to update relevant stakeholders on the progress of all activities.
  • Develop project proposals including single, regional, and multi-country proposals, country planning frameworks, strategic partnerships and host country agreements
  • Construct proposals by compiling information on project specifics, including objectives, outcomes, deliverables, implementation strategies, evaluation approaches, methods, schedules, staffing, budgets, performance benchmarks, and organizational credentials.
  • Coordinate inputs and write, revise, and edit drafts that meet the highest quality standards and comply with donor requirements.
  • Monitor and update tracking data, and coordinate with contributors to obtain their feedback. Maintain regular progress updates.
  • Guarantee timely and high-quality final submissions that align with donor regulations and guidelines while reflecting GGGI’s strategic priorities.
  • Verify that the proposal content aligns with the Request for Proposals (RFP)
  • Monitor overall progress and implementation of Caribbean Portfolio to build common understanding and coordination on project, program activities
  • Identify issues related to program delivery and resolve them by finding right solutions
  • Produce regular necessary internal & external reports with high level of quality in a timely manner
  • Communicate, knowledge sharing and coordinating with country teams, GGGI HQ, and donors
  • Contribute to other strategic issues concerning the operations of GGGI Caribbean Portfolio
REQUIREMENTS
QUALIFICATIONS
  • Advanced academic degree in the fields of international sustainable development, green businesses, green policies, business administration, and international relations and governance
  • Preferred at least 7 years of relevant experience in policy, planning and proposal development preferred
  • Proven experience in writing private sector proposals for climate finance /resources mobilization
  • Experience in design and preparation of green growth projects is desirable
  • Fluency in English, especially excellent writing and presentation preparation skills are essential
  • Working fluency in other languages, particularly French and/ or Spanish would be an asset
  • Overall understanding of the concept of green growth and climate change in the context of developing countries
  • Experience in project cycle management, including using online systems and software for project management and reporting desirable
  • Experience in day-to-day engagement with Government ministries / agencies and other stakeholders (private sector, NGOs, communities)
  • Experience in working in development settings
  • At least 2 years of international experience, working and living outside of home country
  • Experience working in Small Island Developing States would be an asset
  • Experience working for International Organizations would be an asset
