Context
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall supervision of the Chief of Mission (CoM) in Ireland, under the guidance of the Immigration and Border Governance (IBG) Program Manager, and under the direct supervision of the Senior Project Assistant and, in collaboration with relevant units at Headquarters and the Administrative Centers, the successful candidate will be responsible and accountable for providing assistance with the administration of applications for Temporary Protection (TP) for Ukrainian Nationals and Third Country Nationals (TCNs) fleeing Ukraine and arriving in Ireland, according to the duty station assigned.
  1. Info provision on Temporary Protection Directive (TPD), according to the Council Implementing Decision (EU) 2022/382 of 04.03.22, based on Directive 2001/55/EC) to TP applicants in the Registration Centres and Air and Sea Border Crossing Points (BCPs) in Ireland.
  2. Collection, verification and support in the examination and translation of the documentation and certificates held by Ukrainian nationals/TCNs applying for TPD in Ireland – from Ukrainian/Russian to English-, in full compliance with the IOM Data Protection Principles.
  3. Assist in the identification of indicators of possible vulnerable cases during interviews to Ukrainian nationals/TCNs and referral to DOJ as necessary.
  4. Support to minority groups applying for TPD and referral, when necessary, to competent NGOs and Civil Society organizations, in agreement with DOJ and IOM supervisors.
  5. Assist and guide beneficiaries in the completion of different application and registration forms requested by the Department of Justice (DOJ) and other relevant Government Departments, according to the local Registration Centre’s set up and or Points of Entry (PoEs).
  6. Support DOJ in the data management of the records collected from the beneficiaries, by using internal Governmental platforms.
  7. Assist with the organization and/or scheduling of appointments, entering data into databases, updating schedules, issuing notifications.
  8. Draft statistics and/or reports (daily, weekly and monthly) of the work performed to be submitted to the IOM supervisors.
  9. Provide informal translation and interpretation services to beneficiaries, DOJ and relevant stakeholders, as needed.
  10. Maintain positive working relationships with DOJ and other stakeholders involved at local level.
  11. Adhere to existing rules and steps to mitigate fraud and malfeasance, and to monitor the integrity of records containing individual data.
  12. Provide logistical support for the swift project implementation, as needed, according to the local set up.
  13. Monitor and maintain the confidentiality and integrity of all biographical and other sensitive information collected through interviews and fingerprints collection.
  14. At BCPs, assist transport and logistical coordination for Ukrainian and other possible International Protection applicants’ arrivals from airside and seaside to landsite.
  15. Be available to support other duty stations, according to the Donor’s needs.
  16. Perform such other duties as may be assigned
Education
  • High School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Experience in disseminating information to large audiences in a wide variety of settings.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint and Publisher.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Presentation and clear communication skills
Languages
  • Fluency in English (both written and spoken) is required, along with fluency in Ukrainian or Russian.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
